Subject: Stephen Harper’s visit to Afghanistan

PM makes surprise visit to Kandahar
 
Prime Minister Stephen Harper made a surprise visit to Afghanistan on Sunday, March 19. The quietly arranged visit to Canadian troops was kept a close secret until his Canadian Forces’ Hercules C-130 actually touched down on the runway. Details of the PM’s visit were kept quiet fearing rocket attacks on the Canadian leader’s aircraft.

Rick Norlock, MP Northumberland/Quinte West said, “I’m pleased and proud of Prime Minister Harper for making a point of visiting our troops in Kandahar. This visit confirms the importance of the mission to Afghanistan and I believe the Prime Minister has shown great leadership and respect for our soldiers by staying overnight and meeting with them today. I wish the PM a safe return to Canada and best wishes to all our armed forces personnel and all Canadians on the ground in Afghanistan for their continued safety and success of their mission.”

The Prime Minister is expected to leave the area sometime today and return to Ottawa by mid-week.

Subject: Norlock takes fact-finding tour of Warkworth Institution

On Tuesday, March 7, Rick Norlock, MP for Northumberland/Quinte West toured Warkworth Institution with Warkworth Warden Monty Bourke. Their tour of the institution included visiting the living units, segregation area, Corcan manufacturing, schools, and food services.

Following the tour Mr. Norlock said, I am very impressed with the professionalism of all of the staff I met at Warkworth Institution.Warden Bourke and his team appear to manage this facility very well, ensuring the safety of the public, his staff, and the offenders housed there.

Warkworth Institution  was opened in 1967 and currently houses more than 500 medium-security inmates in campus style units. Recent renovations to this facility have resulted in a new 80-bed living unit and an additional 48-cell expansion. In addition, Warkworth's fifth unit makes it unique from similar design institutions - Springhill, Cowansville, and Drumheller. Further construction at Warkworth would increase rated capacity to over 600.

Subject: Norlock takes initiative to discuss local issues with Liberal MPP

On Wednesday, March 8, Rick Norlock, MP for Northumberland/Quinte West met in Cobourg with provincial Liberal MPP Lou Rinaldi. Among the issues the two men discussed were agriculture, infrastructure needs, and child care.

Before elected Mr. Norlock spent many hours discussing these specific issues with local farmers, municipal politicians, and child care providers and parents. The federal government is progressing on their election promise to provide parents with yearly assistance of $1,200 per child under 12, for child care, to be spent however the parents see their individual needs.

Following the lengthy meeting Mr. Norlock said, Mr. Rinaldi and I had a good visit. I have committed to my constituents that whenever federal and provincial issues overlap I will work closely with Lou Rinaldi to ensure the best results.

Norlock says announcement of aircraft funding keeping his promise

            Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, said that the announcement made at CFB Trenton by the Minister of National Defence Gordon O’Connor keeps promises made during the last election.

            “For 13 years our military has been neglected and our personnel have been forced to use outdated equipment,” Mr. Norlock said, “Today Minister O’Connor announced funding to purchase replacements for our rapidly aging Hercules and additional funding to purchase four strategic lift aircraft. It is very fitting that he made the announcement as Canadians are getting ready to celebrate the Canada Day weekend.

            “Once these aircraft are delivered we can quickly deploy our equipment and personnel without relying on outside help. For example we will be able to rapidly deploy the DART group to emergency locations around the world, or move equipment and troops anywhere in our country where they are needed.

            “The estimated costs of $1.8 Billion plus an estimated contract value of $1.6 Billion for 20 years for the strategic lift aircraft, and the $3.2 Billion (Plus a contract of $1.7 Billion for 20 years) for the tactical aircraft is proof of our government’s firm commitment to the brave members of our armed forces and our promise to update their equipment.

            “I’m proud to be part of a government that keeps its word,” Mr. Norlock concluded. “Particularly to people who put their lives on the line to keep us all safe.”

Norlock happy to announce $4,000 grant for Canada Day in Cobourg

Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, said he was quite pleased to announce that the Minister of Canadian Heritage & Status of Women has approved a grant of $4,000 to the Cobourg Canada Day Committee.

“The Honourable Bev Oda today officially approved their request,” Mr. Norlock said. “The committee requested $4,000 and that was the amount awarded.

 “Cobourg’s Canada Day Committee has been working closely with Canadian Heritage officials,” Mr. Norlock concluded. “This grant will allow them to proceed with the special plans they have for this year’s celebration. I’m looking forward to dropping by on July 1st.”

Mr. Norlock added that Canada Day is a very busy time for Members of Parliament, who try to make an appearance at all Canada Day celebrations across their electoral districts. “I’ll be running all day long,” he said with a smile, “but meeting the good people of the riding and celebrating our country’s birthday is well worth it!”

Celebrate Canada!

Celebrate Canada! is an eleven-day celebration that takes place from June 21st to July 1st.
 
This year we celebrate Canada’s 139th birthday. This is a perfect opportunity to express the pride we feel about living in a young, prosperous and diversified country that is the object of envy around the world.  We have so much to celebrate.

National Aboriginal Day, on June 21st, will kick off the celebrations. This special day pays tribute to the heritage, cultures and unique contributions made by Canada’s Aboriginal people.

On June 24th we celebrate Saint Jean Baptiste Day, originally a religious celebration; today it is a unique opportunity for Francophone Canadians to celebrate their cultural pride and rich heritage.

Then on June 27th we celebrate Canadian Multiculturalism Day; on November 13, 2002, the Government of Canada designated June 27th of each year Canadian Multiculturalism Day by Royal Proclamation.  This day provides all Canadians with a very special opportunity to learn more about the contributions that various communities make to Canadian society and to celebrate our country’s richness and diversity.

July 1st, Canada Day – is our country’s official birthday.  This day is an opportunity for communities to come together to celebrate proudly all that we have in common and achieved. Canada, born from the bold vision and shared values of our ancestors.  Looking ahead, we have every reason to contemplate the future with confidence and enthusiasm.

The employment initiative is important says Norlock

            Following an open house to kick off the summer season for the Northumberland Summer Employment Service and Service Canada Centre in Cobourg and Trenton, Rick Norlock, Member of Parliament for Northumberland/Quinte West said, “This employment partnership between Human Resources Skills Development Canada, Sir Sanford Fleming, and the Ontario government is an important step to give a much needed economic boost to young people right across Northumberland/Quinte West. I am very supportive of this program.”

        Offices are open now in Cobourg (1005 Elgin Street) and Trenton (50 Dundas Street West) to assist young people who are looking for employment and employers, who can register their needs for student help this summer.

     Mr. Norlock added that many students who have found work, over the 35 years this service has been available, have learned important work-related skills that have been an aid in their personal development and been important when looking for permanent employment after graduation.
            “Supporting our young people in their search for summer employment just makes a lot of sense and I’m happy our government is part of this program,” he concluded.

SUBJECT: Norlock defends plan to scrap long-gun registry
 
Norlock says safety of women and children first

        Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, in a speech before the Public Safety and Security Committee, said that in his many years as a police officer he was called to many domestic violence situations. In his opinion, and experience, there should be zero tolerance for domestic violence.
        However, Mr. Norlock explained, in defence of his government’s intention to scrap the long gun registry, “In some of the countries that have increased their controls over firearm ownership the statistics indicate that certain firearm offences have increased greatly. In Great Britain, gun violence has gone up.”
        He noted that the vast majority of firearm owners don’t mind being asked questions, police background checks, and spousal interviews to prove they are indeed the kind of people who should be allowed to possess firearms. He said he didn’t see how the registration of a long gun would add to the protection of the average citizen when we already have safety tests and permits to own firearms.
        Mr. Norlock added that if we were to properly enforce the laws we already have many domestic problems would not arise.
        “I would never be part of a government that would disadvantage the life of any group of people in our society, particularly women and children.”

SUBJECT:  RRAP Conversion and Shelter Enhancement Program
 
Norlock says new funding for RRAP programs for those who need it

Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, said he was pleased his government has extended funding for the Residential Rehabilitation Assistance Program (RRAP) in Ontario. “The RRAP program has helped Canadian communities preserve the affordable housing stock, fight urban decay and homelessness and improve the lives of Canadians,” he said. “Our government has added $128.1 Million to extend the program for another year.”

The RRAP program supports the modification and repair of housing occupied by low-income people including: Rental and Rooming Houses which are substandard in order to rehabilitate the property to minimal levels of health and safety; Conversion of non-residential properties into affordable, self-contained rental units or bed units; assistance to homeowners and landlords to improve their dwellings to accommodate persons with disabilities; financial assistance to low-income home owners to repair their homes.

In addition RRAP through CMHC offers Home Adaptations for Seniors’ Independence (HASI) which provides financial assistance to extend the time low-income seniors can live in their own homes independently. Also CMHC provides a low-income emergency repair program (ERP).

Another program offered is the Shelter Enhancement Program (SEP) that provides funding for organizations that provide housing services to victims of family violence.

SUBJECT: Rural mail delivery
 
Government committed to maintaining rural mail delivery

Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, said his government is strongly committed to maintaining mail delivery for those in rural areas. “It is a service that rural citizens have come to know and rely on for over a hundred years,” Mr. Norlock said. “We will make every effort to keep the mail moving directly to farmers and others who live in rural Canada.

The Canadian Union of Postal Workers (CUPW) and Canada Post have had ongoing discussions regarding rural delivery. Many rural and suburban postal workers have expressed their concerns over unsafe conditions including high traffic roads with narrow shoulders and repetitive stress injuries from leaning to the opposite side of a vehicle to deliver mail to mailboxes.

Mr. Norlock added that the Government has now had discussions with both Canada Post and the CUPW with the object of maintaining rural postal service for those who rely on this traditional service to get their mail.

Norlock happy with balanced budget

Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, said from his office on Parliament Hill, the budget presented by his government on May 2, contains many points that will be of benefit to residents of Northumberland/Quinte West.

"We have followed through with the promises we made during the election," Mr. Norlock said. "The budget significantly cuts taxes. It focuses federal spending and it pays down the debt. I'm proud that we can deliver $20 Billion in tax relief to overtaxed Canadians over the next two years. For every dollar in new spending we are delivering two dollars in tax relief.

"Twenty-nine federal taxes will be reduced including, GST, income taxes and business taxes, and targeted measures to help all Canadians with the cost of transit passes, tools, text books, and children's sports.

"As well we've included $3.7 Billion over two years for the new $1,200 Child Care Benefit, $1.5 Billion more this year for Agriculture, $1.4 Billion for public safety, and $1.1 Billion more for National Defence over the next two years."
Mr. Norlock added, "We've stayed with our focus on our five priorities of bringing accountability back to government, providing Child Care choice and support, tackling crime and security, cutting taxes for all Canadians, and a patient wait time guarantee."

The budget includes: an additional $2 Billion for agriculture over two years, an additional $500 Million for farm support and a one time investment of $1 Billion to assist farmers in the transition to more effective programming for farm income stabilization and disaster relief.

With the Child Care Benefit the government set aside $250 Million per year to support the creation of childcare spaces, introduced a new tax credit to promote physical fitness, increased the Child Disability Benefit, boosted the Refundable Medical Expense Supplement, invested $52 Million per year in the Canadian Strategy for Cancer Control, and provided $450 Million for education outcomes for Aboriginal women, children and families.

There are special benefits for seniors, small business, students, apprentices and trades people.

"In all, Canadians will be better off with the benefits of this first Conservative budget in 13 years," Mr. Norlock concluded. "We promised to have a government that was more responsive to the needs of Canadians, and that's exactly what we've delivered."

With the Child Care Benefit the government set aside $250 Million per year to support the creation of childcare spaces, introduced a new tax credit to promote physical fitness, increased the Child Disability Benefit, boosted the Refundable Medical Expense Supplement, invested $52 Million per year in the Canadian Strategy for Cancer Control, and provided $450 Million for education outcomes for Aboriginal women, children and families.

There are special benefits for seniors, small business, students, apprentices and trades people.

"In all, Canadians will be better off with the benefits of this first Conservative budget in 13 years," Mr. Norlock concluded. "We promised to have a government that was more responsive to the needs of Canadians, and that's exactly what we've delivered."

Norlock stands 100% behind new Veterans Charter

Rick Norlock, MP Northumberland/Quinte West was in Ottawa to help launch Canada's new Veterans Charter. The new legislation will enable Veteran's Affairs Canada to modernize services, assistance, and compensation to Canadian Forces members, veterans, and their families.

"This new Charter will offer comprehensive levels of support to our men and women who are injured or disabled while serving Canada," Mr. Norlock explained. "Our troops are putting everything on the line for us, so they need to know their government will ensure they receive the best treatment possible if they are injured.

"The new Veterans Charter is the most sweeping change to veterans legislation since the end of WWII. It is a step towards giving Canadian veterans the respect and support they deserve," Mr. Norlock added. "I am honoured to be a part of a government that cares for all citizens of this great country."

In addition to the new Veterans Charter, Prime Minister Harper and Veterans Affairs Minister Greg Thompson will be working to implement a Veterans' Bill of Rights and establishing a Veterans' Ombudsman. These pieces of legislation are expected to allow the government to respond quickly and fairly to the concerns of our veterans and quickly resolve veterans' grievances within the system.

Mr. Norlock is also a founding member of the Outdoors Caucus formed by Garry Breitkreuz to scrutinize all legislation that has an impact on our Canadian Outdoor Heritage. As of April 7 the caucus was made up of 36 Conservatives, eight Liberals, two NDP, and two Block MPs. New Conservative government already working to support farmers

Rick Norlock, Member of Parliament for Northumberland/Quinte West, said he was happy to see a delegation of Canadian farmers, making their needs known, in Ottawa.

“Nobody works harder than our agricultural producers,” Mr. Norlock said. “It’s important that they can get an honest return for their work. During the election our government promised an extra $2.5 Billion investment in agriculture over the next five years. And we intend to keep that commitment.”

Mr. Norlock added that since the Conservatives have been in Ottawa more than 73,000 cheques, totaling nearly $400 Million have already been sent to farmers.

Over the past six weeks the Minister of Agriculture and Agri-Food has traveled across the country and listened to producers explaining their precarious financial situations and their desire to stay on the land.

“Our government is committed to replacing the CAIS with separate programs for income stabilization and disaster relief that are simpler, more responsive, and bankable,” Mr. Norlock said. “Until CAIS is replaced we will make changes to make it simpler and more responsive to the needs of Canadian farmers. Already we’ve announced the removal of the deposit requirement replacing it with a fee that is more affordable for those participating in the program.

“It’s important that the general public sees and understands the plight of Canadian farmers, who feed us all,” Mr. Norlock concluded.

  • Public transit - rapid transit capital assets and rolling stock, Intelligent Transportation Systems, or High Occupancy Vehicle (HOV) lanes.
  • Post secondary education - modernizing classrooms, laboratories and research facilities, updating training equipment, developing interactive library  technologies and facilities or enhancing distance-learning technologies.
  • Affordable and Aboriginal housing - building new affordable rental units, increasing the supply of transitional and supportive housing or supports to enhance home ownership opportunities.

        “At the end of the day, the spending decisions rest with the Government of Ontario. In fact, it has the flexibility to withdraw as much funding as its needs, whenever it wants until the money is completely gone.

        “Before that happens, I encourage everyone to write or call their Member of Provincial Parliament (MPP) to let them know what you would like to see on the priority list. By speaking out now, we can make necessary investments that will improve our communities and enhance our quality of life.”

Norlock convenes meeting of law and order leaders

            More than 20 community members including Chiefs of Police, Police Service Board Members, Community Policing Members and local lawyers met with Rick Norlock, for two hours on August 9 at the Quinte West City Hall in Trenton.

          Mr. Norlock, Member of Parliament for Northumberland/Quinte West, was pleased to chair the meeting of community law and order leaders to discuss steps the federal government has taken, and in particular to gain valuable input from the local community in order to help formulate directions the federal government might consider.

            Mr. Norlock briefed the meeting on government initiatives including: mandatory minimum sentences for gun crimes, legislation regarding street racing, funding for border strategies and more police on our streets, and the Age of Protection Act which raises the age of sexual consent. He also discussed a new program aimed at organized crime.

The round table dialogue included individual thoughts and suggestions for the federal government. Topics included terrorism, consistent sentencing practices, stiffer legislation for drug trafficking, and greater support for victims of crime, their families, and organizations that help them through difficult times.      

A detailed report is being prepared for Justice Minister Vic Toews and Public Safety Minister Stockwell Day.

     Mr. Norlock said he was pleased at the strong participation from the community and is confident both Ministers Toews and Day will find valuable recommendations in the final report.

Norlock to host round table on crime

            Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, announced that on August 9, from 1 to 4 pm, he will host a “round table on crime” at the City of Quinte West City Hall, in the multi-purpose room of the facility.

            Mr. Norlock has invited the heads of local police forces, police service boards, community policing organizations, victim’s advocate groups, Crime Stoppers, and local lawyers to meet with him to discuss what steps the federal government has taken to combat crime so far in its mandate, and to solicit local views and suggestions on future action that should be taken.

            Following the round table a comprehensive report will be forwarded to the Canadian Justice Minister, Vic Toews, who is aware of the round table and is looking forward to the report.

Norlock sees growth in economic future of Northumberland Quinte West

            Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, said that Prime Minister Harper has announced additional funding for projects in Eastern Ontario as part of the Eastern Ontario Development Program. “This money will go toward business development, skills enhancement and finding new and better ways of using technological advances,” he predicted.
            The total funding amounts to $10 Million through March 2007. This comes on the heels of the $1 Million for the RCAF Museum in Trenton, announced by Mr. Norlock two weeks ago.
            Mr. Norlock said, “The commitment to Eastern Ontario Development Program has been one of my top priorities since I was elected in January. Now the Northumberland Community Futures Development Corporation can continue the great work they do in our communities. I look forward to working with them as they move ahead.”
            Wendy Curtis of Northumberland CFDC said, “This is a highly successful program and we are very pleased to know the Government of Canada is continuing to invest in Socio-economic growth in this area. Norlock wins coup for Northumberland Quinte West commuters

            Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, said he was very happy, that after a number of meetings with VIA Rail Canada, the company has announced a new monthly commuter pass that will allow frequent users a tax credit.
            Mr. Norlock has gone to bat for local commuters by meeting frequently with VIA Rail officials to encourage them to issue the new commuter pass. The pass will allow commuters across the country to claim a 15.25% tax credit on the value of their passes.
            On July 26, in Montreal, VIA Rail Canada announced a monthly commuter pass that is valid for 48 one-way trips during any calendar month. VIA Rail customers wishing to take advantage of the federal tax credit should keep the receipt from their monthly commuter passes.
            “Those who commute using the train can now take advantage of this pass and the federal tax credit,” Mr. Norlock said. “It is a service that commuters from Northumberland Quinte West can use to ease their tax burden and ease our growing emissions problem.”

He believes that the country needs a new national vision, one that will see Canada once again position itself as a player in the world and one that will bring government with integrity to Ottawa. It is Michael’s firm belief that Canada is more than the sum of its parts and that it is the responsibility of national government to articulate a common identity that resonates with all Canadians.

            Today Rick Norlock, Member of Parliament for Northumberland/Quinte West, and John Tory Official Leader of the Opposition for Ontario, met at the farm of Theodore McCracken in Roseneath.
            Following a luncheon in Cobourg, Mr. Norlock and Mr. Tory traveled to Roseneath to open a dialogue with local farmers. After meaningful discussion with Mr. McCracken and his neighbours it was agreed that both levels of government (provincial and federal) need to work closely with each other and farmers to determine how best to keep our farmers on the land.
            Faced with rising costs and falling incomes many farmers are discouraged about the prospects of earning a living wage or even meeting their financial commitments to banks and other lending organizations.
            “It is essential,” Mr. Norlock said, “that both governments work together, with input from farmers and farm organizations, to make certain assistance is delivered in a timely way and sufficient to make a real difference to the future of farmers, not only in Northumberland Quinte West, but right across Ontario.

           “First, Canadians will see one of the largest tax cuts in the country’s history when the GST goes from 7 percent down to 6 percent. It means more money in the pockets of every Canadian and that’s something worth celebrating.

           “July is also when parents of young children under six years old will begin to receive the Universal Childcare Benefit -- $1,200 per year for each child under six -- to help them cope with the cost of child care.

           “After just a few weeks in office, Prime Minister Stephen Harper has done what the Liberals could not do in 13 years – he delivered a plan to encourage choice in childcare and also started to move forward with a real plan to create new child care spaces.

           “Canadian workers also have a new reason to celebrate in July. That’s because Canada’s new government is delivering on Prime Minister Harper’s promise to reduce federal income taxes for almost all working Canadians.

           “The Canada Employment Credit came into effect on July 1st to lower taxes for all working Canadians and help them cover the costs of work related expenses such as uniforms and home computers. More of your hard-earned money in your pocket instead of the government’s pocket is always a reason to celebrate!

           “Finally, this Canada Day marked the beginning of a new and comprehensive plan to reduce greenhouse gases, improve the quality of the air we breathe, reduce traffic congestion, and save money at the same time.  Starting on July 1st, Canada’s new government will provide a non-refundable tax credit on the cost of transit passes. As a result, transit users who spend $80 per month on transit passes could save up to $75 this year and up to $150 next year – yet another reason to celebrate.

           “A cut to the GST, $1,200 per year in direct child care support, relief for working Canadians and tax breaks to reduce air pollution and encourage transit use – four reasons for ordinary Canadians to celebrate this summer.

           “And if I can add just one more reason to the list: Canadians, for the first time in a long time, can celebrate the fact that we now live in a country that is governed by a Prime Minister who keeps his promises.”

            On December 19, Diane Finley, Minister of Human Resources and Social Development announced $526 Million for the new Homelessness Partnering Strategy (HPS). Of this amount $270 Million will go to combat homelessness in Canadian communities over the next two years and $256 Million will go towards a two-year extension of CMHC’s renovation programs.

            Rick Norlock, Member of Parliament for Northumberland Quinte West, said today that former MP Paul Macklin, who Mr. Norlock defeated in the last election, is misleading the local press when he claims the new federal government intends to dismantle the wheat board.
            “The government has no intention of dismantling the wheat board, merely giving farmers the choice of where and how they sell their produce, as promised in the last election,” Mr. Norlock said. “Farmers in Ontario now have no restrictions on how they sell their grains. We are offering western farmers the same choice. Next month barley farmers will vote in a plebiscite whether or not to continue with the Board, and in future months all other grain farmers will also be asked to vote on the question. Farmers who wish to continue marketing their grain through the wheat board can continue to do so.
            “The former government mismanaged agriculture in all provinces of Canada for 13 years, and now Mr. Macklin, who obviously is seeking the Liberal nomination in this riding, is again misleading the press and the general public. Grain farmers, who know the situation, will not be misled however as they understand Ontario farmers already have the choice. This we believe is true democracy in action.
            “Higher grain prices in the west mean higher prices in Ontario.”

SUBJECT: Royal assent on softwood lumber legislation

 Rick Norlock, Member of Parliament for Northumberland Quinte West said that he was pleased that on December 15th, Bill C-24, Legislation implementing Canada’s legal obligations under the Canada-US Softwood Lumber Agreement received Royal Assent. The Agreement that came into force on October 12, has already delivered significant benefits to Atlantic Canada’s softwood industry.
            Mr. Norlock said, “Canada’s new government has delivered on our promise to the softwood lumber industry. This is the final chapter in the longstanding trade dispute that has stretched out over too many years. I am confident the industry can now move on and focus on building their business.”
            The government also committed to the swift return of over $5 Billion Cad in duty deposits to softwood producers. To date cheques to 98.9% of the companies involved.
            “I should add,” continued Mr. Norlock, “that the Agreement protects the Maritime Lumber industry’s historic exemption from U.S. Duties but it was only Liberal and NDP MPs from Atlantic Canada who opposed the deal. They wanted more litigation and uncertainty, not what was in the best interests of the industry or Canada.”

SUBJECT: SPECIAL CHRISTMAS DINNER FOR FAMILIES OF DEPLOYED MILITARY MEMBERS
Santa arrives early for military families

Last night, December 20th, spouses, children, and parents of military members serving in Afghanistan were treated to a special Christmas dinner. The Military Family Resource Centre at CFB Trenton, opened its doors in the evening to provide a full, traditional Christmas dinner for more than 120 excited people. The evening was sponsored by Sears Canada who provided the home-cooked meal and a number of door and draw prizes.

The evening was the result of a close relationship with the military that began in Halifax. Joy Charbonneau, who was an associate at the Sears store, thought her store should provide an extra service for military members serving overseas. Her idea was picked up by Sears Canada and this year every military member, deployed outside of Canada, was sent a letter and a special “Wish Book” catalogue from Sears. They are able, through a special web site and phone number to order presents for their families at home in Canada. The presents are wrapped and sent, even with a personal note if wanted, directly to their families.
Jason Brooks, Manager of the Belleville Mall Sears, took the idea a step further this year: he made arrangements with a local church group and the MFRC to sponsor a special Christmas dinner for the families.

A number of local celebrities spoke to the families before they sat down to the meal of turkey, mashed potatoes, corn, coleslaw, complete with stuffing, and a mouth-watering selection of home-baked pies. Lt. Col. Deborah Miller thanked Sears for their efforts on behalf of the troops and welcomed the families. MP Rick and Judy Norlock, brought greeting from the federal government and thanked Sears and the MFRC for the evening.

His Honour Mayor John and Heather Williams of Trenton said the city was proud of the Base and its residents both here and overseas and hoped everyone would enjoy the evening. Padre Frank Pellerin gave the blessing, asking God to watch over the troops on foreign soil.

Eve Lawrence, Family Separation and Reunion Coordinator for the MFRC, directed traffic as the families formed two lines to attack the mounds of hot food before the meal began.

As the meal concluded, who should arrive to please the children but that elderly gentleman from the North Pole complete with treats and favours for all. Many asked Santa for an early end to the hostilities in Afghanistan and a safe return of those deployed there.

 As they donned their outer clothing for the drive home all those who had enjoyed the evening were enthusiastic about the dinner and many made a point of thanking those from Sears who had come to help out.

Tomorrow, Dec 20, 2006, Rick Norlock, Member of Parliament for Northumberland Quinte West will be pleased to announce, at noon, in the Fleming Building, Suite 206, 1005 Elgin Street, West, in Cobourg, that Canada’s new government will invest nearly $1.5 Million in the Northumberland Communities Futures Development Corporation (CFDC).

Mr. Norlock will make this announcement because Canada’s new government believes that small businesses are the engines that drive the economy of Canada’s rural communities. This investment in the Northumberland CFDC will enable the growth of this important sector of Canada’s economy.

Of the total amount of nearly $1.5 Million, $880,000 will be used by the CFDC to support the ongoing operations of the CFDC over the next three years, $576,000 will be used as part of the Eastern Ontario Development Program (EODP). The EODP is an important tool because it enables community-tailored solutions to local, community issues.

Mr. Norlock will note that in November Canada’s new government released “Advantage Canada” a long-term, national economic plan designed to make Canada an economic leader in today’s world economy. The plan outlines how Canada will mobilize the most compelling research, innovation, investment, and competitive forces in our society by paying down debt, reducing taxes, and leveraging support from the private sector.

SUBJECT:  New operational allowance for Canadian forces members
 
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today he was very pleased that the Minister of National Defence, Gordon O’Connor, has announced a new universal allowance for Canadian Forces members who are wounded as a result of hostile action or become injured or ill as a result of the conditions in theatres of operation.
            Mr. Norlock said, “Canada’s new government has listened and responded to the needs of the brave men and women in uniform, and their families. We are happy to announce this new operational allowance.”
            All Canadian forces members who are deployed on foreign military operations are paid what is known as operational allowances. For example, a CF member deployed for a first tour of Kandahar, Afghanistan, would receive more than $1,900 monthly – tax free, above their regular pay as an operational allowance. In addition their regular pay is also income tax exempt up to $6,647 per month. These benefits apply equally to all CF members on the mission, regardless of rank or position.
            The announcement changes, made Friday, December 15, mean that CF members who are wounded as a result of hostile action or who become injured or ill as a result of their deployment will continue to receive financial compensation if their involvement ceases before the end of their rotation period. This means that a CF member who is deployed for a six-month tour of duty, and is wounded after one month, would receive the compensation for the remaining five months.
            Mr. Norlock added, “The new structure is retroactive as of January 1, 2006. This is very positive news for CF members, because it is highly unusual for new compensation and benefits to be approved retroactively.”

Rick Norlock, Member of Parliament for Northumberland Quinte West said today he was extremely pleased that the Honourable Lawrence Cannon, Minister of Transport, Infrastructure, and Communities announced yesterday that the government of Canada has issued two directives to Canada Post.

The first directive is to develop and implement an operational plan, within the next 18 months, to restore and maintain mail delivery to rural roadside mailboxes. The second directive is to continue providing funding to the Publications Assistance Program for up to another two years.

The government is confident that Canada Post will restore and maintain rural mail delivery to rural mail boxes while taking into consideration the health and safety of their employees and respecting all existing occupational, health, and safety laws.

Mr. Norlock added, “Canada’s new government believes in the importance of providing a reliable mail delivery serviced to those who live in rural communities across Canada. The government will monitor this situation closely as Canada Post strives to ensure that rural residents are provided with safe, efficient and quality mail service.”

Rick Norlock, Member of Parliament for Northumberland Quinte West, said today that the federal accountability Act is about making everyone in government – from the Prime Minister on down – answerable for their actions to Canadians. “We promised to bring in strong legislation to make government accountable, and again, we’ve followed through on a commitment to all Canadians.

“In spite of attempts by the Liberal dominated Senate to water-down and delay the legislation, on December 12, Governor General Michaëlle Jean, granted Royal Assent to the federal accountability Act.”

With this Act, Canada’s new government has taken a substantive step towards earning back the trust of Canadians. The Act will keep in check the culture of entitlement of previous governments and move to a culture of openness and accountability.

The Act significantly reduces the opportunities to exert influence with money by banning corporate, union and large personal political donations. It gives Canadians confidence that lobbying is done ethically with a five-year lobbying ban on former ministers, their aides, and senior public servants. It insures people who see problems in government know they can speak up by providing real protection for “whistle blowers.” The Act also ensures Canadians know how their hard-earned money is being spent by enhancing the powers of the Auditor General to follow that money.

Mr. Norlock noted that, “This Federal Accountability Act will help take government out of the hands of big corporations and give it back to ordinary Canadians. It will increase transparency and help Canadians feel more confident about the integrity of the democratic process.”

More than 500 people took time from their shopping to write their personal messages to someone in uniform. Many included their return addresses in hopes the recipient might reply. Cards were donated by Mike & Lori’s No Frills in Brighton.

Eve Lawrence representing the Military Family Resource Centre at 8 Wing, CFB Trenton, told people about the support her organization gives to the families of those in the military, and in particular those deployed overseas.  “On December 6, 1989, the killing of 14 young women at l’École polytechnique de Montréal shocked Canadians across the land. As we mark this sad anniversary, let us renew our national resolve to prevent and eliminate violence against women.

“The motive behind the Montréal Massacre was hatred of women. That made it doubly horrifying because Canada not only prides itself as one of the peaceful societies in the world, but also one that recognizes gender equality and upholds the rights of women.

 “Violent crime in any form is unacceptable. Peace, order, and good government are the founding principles of Canada and Canada’s new government is committed to upholding all three principles. Canadians regard safe streets and peaceful communities as their birthright, and we are taking action to protect these elemental characteristics of Canadian society.

 “We are providing more resources for policing, toughening sentencing and parole laws, expanding crime prevention initiatives, and giving victims a stronger voice in the justice system. We are making the streets safer for everyone: women, children, and men. As the most vulnerable members of our society, children will especially benefit from these initiatives which also include raising the age of consent from 14 to 16.

“Remembrance and action: one inspires the other. As we remember those who were lost in the Montréal Massacre, we also commit ourselves to taking action to end violence against all Canadians, in all its forms.”

Mr. Norlock added, “I am a member of the Public Safety Committee of the House, in which we are working diligently to craft and support legislation that will increase our ability to deal with, and prevent, violence against all members of our society, which should be the goal of all Canadians.”

SUBJECT:  Same sex marriage issue
 
            Rick Norlock, Member of Parliament for Northumberland Quinte West, said today that, as he promised before the last election, he made arrangements with an independent, private polling organization to conduct a poll of citizens of Northumberland Quinte West to establish how his constituents felt about same sex marriage, and to fulfill his election promise to vote according to that poll.
            The questions were chosen and worded by the polling company and the results of the August 2006 poll, which Mr. Norlock paid for from his own pocket, indicate that a majority of 51.1% of the citizens of his riding want the federal government to revisit the issue of the definition of marriage. Should the issue be revisited a majority of 52.5% of respondents support the creation of a civil union for same sex couples that would be called something other than “marriage.” (The results of the poll are considered accurate within +/- 4.84% 19 times out of 20.)
            “Almost 62%, who supported the right of same sex couples to be married, also support the idea of creating a civil union called something other than marriage. This same type of legislation, to varying degrees, exists in Britain, France, Switzerland, Iceland, Germany, Denmark, and other European countries,” Mr. Norlock said.
            “Consequently I will vote in favour of revisiting the issue when the matter is brought before the House, and any subsequent motions will be voted on in accordance with the poll, as I believe the results of the poll indicate the desires of my constituents” Mr. Norlock concluded.

            Mr. Norlock added that this motion is important for all Canadians because it is a strong motion of reconciliation. “It is important to recognize that Les Québécois have promoted and preserved their unique language and culture, while at the same time promoting their values and interests within Canada.
            “This is a strong statement that clarifies to all Canadians that we believe the Québécois identity is important to us all, in a strong unified Canada. “Nearly 400 years ago Champlain came to Canada and this event is important to the history of all Canadians. And it was the Courer de Bois, in their search for furs, that helped map and explore Canada, giving us the proud nation we have today.”
            All federalist parties in the House of Commons have publicly supported the Prime Minister’s motion that will be voted on tonight in House.

Wrzesnewskyj is misleading Canadians
 
            Today, Rick Norlock, Member of Parliament for Northumberland Quinte West said that in his opinion Borys Wrzesnewskyj MP, Etobicoke Centre, is totally misleading Canadians in his statements about Canada’s position on temporary resident visas for visitors from new EU states.
            Jason Kenney, Parliamentary Secretary to the Prime Minister, added, “His efforts to address the visa issues facing new EU member states from Eastern Europe were always met with barriers from his own Liberal Administration. In fact 13 years of Liberal administration saw the concerns of Polish Canadians and other Canadians of Eastern European descent largely ignored.”
            Rick Norlock noted that, “For 13 years Liberal consultations with communities did not lead to constructive changes in policy, in fact, it is the Liberal legacy that left restrictive visa policies unchanged without reflecting the realities of the new democracies emerging in Eastern Europe. This Conservative government is listening to the concerns of Canadians of Eastern European descent and is acting on those concerns.”
            This year Jason Kenney has met with leaders of Toronto’s Polish community and relayed the concerns of Polish Canadians and other Eastern Europeans directly to the Prime Minister. The result was real action! The government is re-examining outdated policies that are connected with Eastern Europeans in Canada. Canada’s new government recognizes that the visa regime must be changed to reflect the new realities in Europe and still preserve the integrity of Canada’s borders.
            An important step was taken earlier this year when the government lifted the temporary resident visa requirement for Estonian citizens.
            “Our government will continue to consult, listen, and to act, as we continue to undo 13 years of Liberal policy that has left many Eastern European communities in Canada feeling unfairly marginalized,” said Jason Kenney. “We are actively studying not only the immigration system, but also veteran’s issues, the recognition of foreign credentials, and other concerns that are important to the over one million Canadians with ties to Eastern Europe.”

SUBJECT:  Initiative to qualify foreign trained doctors and nurses.
   
Government investing in initiatives to qualify more doctors and nurses

Today, Rick Norlock Member of Parliament for Northumberland Quinte West, announced that his government is making an $18 Million investment to help more foreign trained doctors and nurses work in Canada.
Tony Clement, Minister of Health, said this week that the program, known as, Internationally Educated Health Professionals Initiative, is aimed at reducing barriers, so that a greater number of qualified, internationally educated doctors, nurses and other health professionals can be assessed and integrated into the Canadian health care system.

Mr. Norlock said, “Canadians across the country, in rural communities, remote regions, and urban centres, deserve a health care system that provides the care they need… when they need it. This can only be done by increasing the number of doctors and other health professionals working in Canada.

“The government is investing in initiatives that will ensure more qualified doctors, nurses and other health care professionals can begin providing care to those who need it. The project announced this week will improve the availability of information, testing, assessment process, education and training, and placement of internationally trained health professionals.

By providing funding to partners Canada’s new government will help to:

  • Develop a common, standardized exam and performance assessment for international medical graduates.
  • Establish an internationally educated health professional centre in Ontario.
  • Develop an orientation program in conjunction with six health professionals at the University of Toronto Faculty of Pharmacy.
  • Simplify access to assessment processes, registration requirements, and employment for internationally educated health professionals in Manitoba.

In addition to the $18 Million, the Government of Canada has also provided an additional $7.5 Million to 13 projects under the Interprofessional Education Collaborative Patient-Centred Practice Initiative.

Mr. Norlock added, “One of our commitments was to improve patient wait times and improve care across the country. This initiative is the first step in meeting this commitment we made to all Canadians.

Three projects approved under New Horizons for Seniors Programs

Rick Norlock, Member of Parliament for Northumberland Quinte West, said today that he was happy to announce that three projects in this area have been approved for funding by the Honourable Diane Finley, Minister of Human Resources and Social Development.
 
Grants have been approved for the Haliburton Kawartha Pine Ridge District Health Unit, Alderville First Nation, and Codrington Community Association.
 
The Haliburton Kawartha Pine Ridge District Health Unit received funding for a peer support network to deal with senior isolation and injury, Alderville First Nation received funding for developing relationships between youth and elders and focuses on social and health objectives, and the Coderington Community Association received funding for a project to reduce senior isolations and focuses on seniors as leaders in cooking, exercise, and general interest programs.
 
The New Horizons for Seniors Program provides grants to support a range of community-based projects across Canada and enable seniors to participate in social activities, pursue an active lifestyle, and contribute to their communities. Rick Norlock, Member of Parliament for Northumberland Quinte West is happy to invite all those who are in need of a new passport to attend a Passport Clinic on November 25, at the Quinte West City Hall, 7 Creswell Drive, Trenton.
The clinic is open from 9:30 am to 1 pm in the Multi-Purpose Room of the City Hall. Cost of the Passport is $87 and can be paid by certified cheque payable to “Receiver General of Canada” or by credit card.

            At this clinic, sponsored by Mr. Norlock, he and his staff will be available to check completed passport applications and take them for transport to Ottawa, and assist those who have questions about completing application forms.

            Prior to the clinic on November 25, it is suggested that anyone interested should pick up a passport application at Mr. Norlock’s office at 103B Dundas Street in Trenton or any Canada Post office. Passport photos can be purchased at many retail outlets and photo stores in your area and must be certified by someone whom you have known for a minimum of two years, such as a minister, doctor, police officer, lawyer, professional engineer, or mayor. Having the photo taken and certified before the clinic will allow you to leave the application with Mr. Norlock’s staff on the day of the Clinic.

SUBJECT: Unelected Liberal-dominated Senate shreds Accountability Act  
 
Liberal dominated Senate shreds and guts Accountability Act

Rick Norlock, Member of Parliament for Northumberland Quinte West said today that he was disappointed in the way the un-elected, Liberal-dominated Senate shredded the Conservative’s Accountability Act before sending it back to the House of Commons. “After 141 days of delays and dithering,” Mr. Norlock said, “the Senate has finally returned the Federal Accountability Act to the elected Members of the House of Commons.

“I suppose it’s no surprise, but sadly the Act has been gutted and shredded by the Liberal dominated Senate which obviously is more interested in protecting the interests of the Liberal Party than acting in the best interests of Canadians. Liberal Senators moved over 110 amendments which serve to weaken the Act and has done real damage to government accountability to all Canadians.

“For example,” Mr. Norlock continued, “some of the Liberal Senators’ amendments include increasing the political donation limit from $1,000 to $2,000, delaying implementation of the Act’s laws until after the Liberal leadership race has ended, adding exemptions for foundations under the Access to Information Act, and allowing all current political staffers to jump the queue and get priority placement over other applicants for public service jobs. It is a sad day for democracy in this country.

“It’s time for the elected  Members of Parliament to roll up their sleeves and get to work rebuilding the toughest anti-corruption laws in Canadian history as the Accountability Act now comes back to the House to debate the Senate’s amendments. We are calling on all opposition parties to work with us to do the right thing… to repair this important Act and send it back to the Senate tougher and stronger than before. It is in the best interests of all Canadians to make government accountable for its actions.”

 M.P. Rick Norlock asks that all citizens take time to think about the contributions of Canada's veterans.

Today marks the beginning of Veterans Week and Northumberland Quinte West M.P. Rick Norlock asks that all citizens reflect on the sacrifices of our war veterans. "It was Canadian men that broke the back of the Germans in World War I at Vimy, and over one million Canadians enlisted in our armed forces during World War II to answer Europe's call for help against the Nazi tyranny. From Korea to Suez, Cyprus, Bosnia and now Afghanistan our brave men and women in uniform have put themselves in harm's way in order to secure the freedom of Canada", Norlock said from Ottawa. "Take time this week to thank to thank a veteran personally and please reflect on those who lost their lives in the line of duty. Their contributions will never be forgotten. Lest we forget."

M.P. Norlock will be attending Remembrance Day Services in Cobourg at 11:00 am, Saturday November 11th and in Canton at 2:00 pm. There will be representatives at other services riding wide laying wreaths on behalf of the Government of Canada.

SUBJECT: GOVERNMENT ANNOUNCES TAX FAIRNESS PLAN
 
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that he was satisfied with the new tax fairness plan introduced by the government on October 31. “It is gratifying to see the government following through with the promise of making our taxation system more fair to all hardworking Canadians. By making corporations take their share of the tax burden, the government has avoided a growing tax deficit that would have forced increased personal taxes on low and middle class earners.
            “Allowing seniors to split their pension incomes for tax purposes will make life a lot easier for seniors right across the country.”
            Mr. Norlock’s statement came on the heels of the Tax Fairness Plan announced by the Honourable Jim Flaherty, Minister of Finance. The plan will restore balance and fairness to the federal tax system by creating a level playing field between income trusts and corporations. For months there has been a growing trend to ward corporate tax avoidance. Top Canadian companies, operating within current rules, have announced their intention to covert to income trusts. This allows them more favourable tax treatment by capitalizing on an available tax rule.
            While these decisions offer short-term tax benefits, they are creating an economic distortion that is threatening Canada’s long-term economic growth and shifting future tax burden onto Canadian citizens and their families.
            At the same time Mr. Flaherty announced: a Distribution Tax on fidyti\butions from publicly traded trusts and limited partnerships; a reduction in the general corporate income tax rate of one-half percent as of January 1, 2011; an increase in Age Credit Amount by $1,000 from $4,066 to $5066 effective January 1, 2006 (a benefit for low and middle income seniors); and a positive change in tax policy for pensioners – the government will allow income splitting for pensioners beginning in 2007.
            Mr. Norlock added, “these measures represent a major tax reduction. Our Tax Fairness Plan will deliver over $1 Billion of new tax relief annually for Canadians.”

Re: Getting things done for cleaner air

Canada’s Clean Air Act was introduced last week by Environment Minister Rona Ambrose. It shows a clear commitment by Canada’s government to short, medium, and long-term industrial air pollution targets. This includes:

  • fixed caps on air pollutants beginning in 2010. (Just three, short years away.)
  • absolute targets for reduction in greenhouse gas emissions that exceed anything proposed by the previous government, and are among the most aggressive in the world.
  • strict fuel consumption standards for vehicles.

In other words the proposed legislative and regulatory actions will compel polluters to respect emissions limits and enforce emissions targets that would exceed those proposed by the any previous governments of Canada and will produce real environmental progress in this country.

The introduction of Canada’s Clean Air Act builds on a number of other practical and effective steps to clean up our air, land, and water, including:

  • a federal tax credit to offset part of the cost of monthly transit passes.
  • a commitment of the 5% average renewable content in Canadian motor fuels by 2010.
  • a pollution prevention plan for base metal smelters which will reduce sulpher dioxide and metal pollutants such as lead and mercury.
  • the development, in consultation with the provinces and territories, of a new national Air Quality Health Index (a first of its kind in Canada.)

Ask yourself: Does the town arsonist have the right to criticize the performance of the town’s fire chief? For the past 13 years the previous government did virtually nothing to reduce air pollution. So why have those same MP’s, who did nothing for the environment all those years, been so negative when it comes to the Conservative government’s new Clean Air Plan?

SUBJECT: Trent-Severn Waterway gets unanimous support from local municipalities and House of Commons

Rick Norlock, Member of Parliament for Northumberland Quinte West, said today he was grateful to all the local communities that border the Trent-Severn Waterway in Northumberland Quinte West for adding their support to a motion to consider the future of that Waterway.

            On October 18 Parliament voted 279 to zero to support a private member’s motion to study the Trent Severn Waterway. Unanimous support for motions and Bills is not unprecedented but it is certainly more the exception than the norm.

            The motion was sponsored by Bruce Stanton, Conservative MP for Simcoe North, and it calls on the government to conduct an evaluation of the future of this historic waterway and its potential to become: a premier recreational asset; a world class destination for recreational boaters; a greater source of clean, renewable electrical power; a facilitator of economic opportunity and renewal in the communities along its 386 km length; and a model of environmental sustainability.

            The waterway had its beginnings when the first lock opened in the Village of Bobcaygeon in 1833 and was opened for its entire length by 1920. It encompasses 18,600 square kilometers of watershed in Central/Eastern Ontario. The shoreline of its various lakes, rivers, and canals is home to over 100,000 residents and 1,000 businesses.

            The motion, as passed, allows the government to proceed to consider the next steps for the waterway and its future. As the motion suggests – the waterway has the potential to serve a much broader mandate than its formative role. Water resource protection and management, renewable power, and economic rejuvenation could be well within the scope of this historic asset that Canada owns and Canadians value.

            “It’s a great day for the Trent,” Mr. Norlock said. “It marks the first time in many decades the House of Commons has debated and expressed judgment on one of Canada’s true national, historic treasures.”

            Cobourg Digital Imaging will be there to take photos and will charge $14.00 for that service. All application forms will be available and Mr. Norlock’s staff will be happy to help you complete the forms. They can also mail the forms for you. The government’s passport fee is $87.00 and may be paid by certified cheque or credit card.

            It is suggested those interested pick up their application forms before the clinic at Mr. Norlock’s office (277 Division St. Unit 2, Cobourg) or (103B Dundas Street, Trenton) or any post office. This will allow them to have their guarantor sign the documents before the clinic – guarantor must have known the applicant for a minimum, of two years.

SUBJECT: DEATH OF GENERAL MICHAEL GUTOWSKI
 
Rick Norlock, Member of Parliament for Northumberland Quinte West today rose in the house to say, “I join with the Polish-Canadian community in mourning the passing of General Michael Gutowski, who died August 23, in Warsaw, Poland. General Gutowski as a remarkable individual who contributed greatly to both his birth country of Poland and his adopted country, Canada.”

During WWII, General Gutowski served with distinction in the First Polish Armoured Division in the Normandy campaign. He was decorated for his valour by the Polish, French, and American governments.

 Mr. Norlock continued, “When he arrived in Canada in 1948, he began a long relationship with the Canadian Olympic Equestrian Team and was the team’s trainer when they won the Gold Medal at the 1968 Mexico Olympic Games.

 “After the death of his wife four years ago, General Gutowski returned to Poland where he recently passed away at age 95. He was given full military honours in a Polish State funeral.

 “He will be missed by all. I ask all Members of Parliament, and all Canadians to join with me in recognizing this remarkable Canadian and his significant contributions to our country.”
