SUBJECT: Western farmers vote for choice

            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that the results of the plebiscite held in western Canada proves that Canada’s new government has a strong mandate to proceed with market choice by removing the Canadian Wheat Board monopoly on barley sales.

            Agriculture Minister Chuck Strahl announced in Ottawa Mar 28 the results of the barley vote. The results showed that 62.2% of barley growers want a market choice. Only 37.8% voted to maintain the Canadian Wheat Board monopoly.

            Rick Norlock said, “Canada’s government has consulted with farmers and now will move forward by establishing market choice for barley growers.

            “During the last election we promised to give Western grain farmers the freedom to make their own marketing decisions while maintaining a strong Wheat Board. Since grain farmers take the risk and make the investment, they deserve the chance to seek their best possible return that makes sense to them – whether selling to the Canadian Wheat Board or outside it.

            “In spite of claims from some opposition parties that our government is destroying the Wheat Board and forcing farmers to lose that marketing tool, the results of the plebiscite show exactly the opposite is true. Canadian barley farmers have spoken and by giving this choice to farmers, Canada’s new government is helping build a stronger, safer, better Canada.”

SUBJECT: Letter to the Editor re: Federal Budget 2007

On Monday March 19th, Finance Minister Jim Flaherty delivered Canada’s New Government’s second budget. This economic plan reduces taxes for hard working families, pays down debt and invests in Canadians’ key priorities like improving health care, protecting our environment and making our communities safer.

Here in Northumberland Quinte West parents struggle daily with the challenge of raising a family. We need to make it more affordable for people to have children, and to raise them.  In Budget 2007 we are creating a Working Families’ Tax Plan. This plan has three components:

  • First, for families with children it includes a brand new $2,000-per-child tax credit for children under 18 that will help families to get ahead.
  • Second, we are ending the marriage penalty through an increase of the spousal and dependant amounts to the same level as the basic personal amount.
  • Third, we are helping parents save for their children’s education, by strengthening the RESP program.

We are also taking action to ensure that our seniors can live in dignity.  In Budget 2007 we’re helping seniors by raising the age limit for RRSPs to 71 from 69 years, increasing the age credit by $1,000 and permitting pension income splitting.

75% of the personal income tax reductions in Budget 2007 will go to Canadians earning $75,000 or less. Since being in power, Canada’s New Government has introduced nearly $38 billion in individual tax relief over this and the next two fiscal years.

Our government is also lowering our national mortgage by $9.2 billion – on top of the $13.2 billion we have put against the debt since elected. That is the equivalent to $700 dollars in debt relief for every Canadian.

Lower debt will mean lower interest payments, which will mean lower taxes. Through our Tax-Back Guarantee, every dollar saved from lower interest payments will be returned to Canadians through personal income tax reductions.

Budget 2007 also provides a total of $2.6 billion in new health care investments, as well as an increase in health transfers. This means our government will transfer $44 billion in health care funding to the provinces and territories over the next two years.

Preserving our environment is a priority for all Canadians. In Budget 2007, Canada’s New Government has included $1.5 billion for the Canada ecoTrust for Clean Air and Climate Change, the doubling of the number of environmental enforcement officers and the creation of our new National Water Strategy. This comprehensive initiative will improve water quality in places such as Northumberland Quinte West.

We have also taken action to make our communities safer.  Many serious crimes that we read about today, including gang activity, link back to the drug trade. As a result, we are launching a new National Anti-Drug Strategy to combat the use of illegal drugs. We are also providing funding to protect children from online sexual exploitation and to assist investigators in suspected cases of human trafficking.

Our actions today will create a Canada that we will be proud to pass on to our children and grandchildren—a Canada with a standard of living and quality of life that are second to none. Canada’s New Government is working for all Canadians to build a stronger, safer, better Canada.

SUBJECT: Budget 2007: a stronger, safer, better Canada
 
Rick Norlock, Member of Parliament for Northumberland Quinte West said today he was very pleased with the 2007 budget that was tabled today in the House of Commons. “This budget moves to restore fiscal balance in Canada, cuts taxes for working families, reduces the national debt and invests in key priorities like improving health care and environmental protection. It will be good for Northumberland Quinte West and good for Canada!”

In Ottawa, Finance Minister Jim Flaherty said, ”Budget 2007 will strengthen the federation by restoring much-needed fiscal balance, and Canadians come out ahead through real tax relief that benefits working families.”

Budget 2007 builds a stronger, safer, better Canada by delivering the following benefits for Canadians:

  • Restoring fiscal balance by providing $39 billion in additional funding over seven years, which will allow provinces and territories to better provide services and infrastructure that matter to Canadians–everything from roads, bridges and public transit, to better-equipped universities and colleges, improving health care, clean rivers, oceans and air, and job training that helps Canadians compete with the best in the world.
  • Further tax relief for working families with the Working Families Tax Plan, which includes a new $2,000-per-child tax credit. Budget 2007 also helps parents save for their children's education by strengthening the registered education savings plan program, and supports seniors by raising the age limit for registered pension plans and registered retirement savings plans to 71 from 69 years.
  • Further debt reductions resulting in savings for Canadians. After paying down $13.2 billion on Canada's national debt in September 2006, Budget 2007 further reduces the debt by $9.2 billion. Thanks to the government's Tax Back Guarantee, the interest savings on this year's debt repayment will be returned to Canadians in the form of further tax cuts.
  • Investing in Canadians by providing $550 million per year for the Working Income Tax Benefit and $140 million over two years to establish a Registered Disability Savings Plan.
  • Preserving the environment with a balanced action plan including rebates on fuel-efficient vehicles and efficient alternative fuel vehicles, an incentive to get older polluting cars off the road and a Green Levy on fuel-inefficient vehicles; by developing a new National Water Strategy; and by providing $1.5 billion to establish a Canada ecoTrust for Clean Air and Climate Change.
  • Improving health care by investing $400 million for Canada Health Infoway to support the development of electronic health records and up to $612 million to support jurisdictions that have made commitments to implement patient wait time guarantees, and by providing the provinces with $300 million for a vaccine to prevent cancer of the cervix.
  • Supporting our troops by providing $60 million to increase the field operations allowance, establishing five new trauma centres to help veterans and their families deal with stress injuries related to their military service, and creating the position of Veterans' Ombudsman.
  • Supporting our farmers by providing $1 billion in commitments for improvements to national farm income programs, including $600 million to kick-start contributory style producer savings accounts and a direct payment of $400 million to producers to help address high production costs.

SUBJECT: Government supports national land conservation campaign
 
Today Prime Minister Stephen Harper and Environment Minister John Baird announced that Canada’s government plans to invest in a national campaign to acquire and preserve ecologically sensitive land in partnership with the private sector.

 “This investment will result in the long-term protection of Canada’s national treasures,” said the Prime Minister. “It builds on the action we took in last year’s budget to fully exempt from capital gains tax private donations of lands to conservation groups.”

The government’s partner in this campaign is the Nature Conservancy of Canada, that will work with recognized conservation groups such as Ducks Unlimited Canada to identify ecologically valuable land and seek donation, purchase or preservation agreements. The government’s new tax policy is expected to stimulate land donors. Where land purchases are involved the Nature Conservancy of Canada will seek to raise fund to at least match the government’s contributions. The federal government’s contribution to this program will be $225 Million.

“The campaign will focus on lands that have national or provincial ecological significance, that provide habitat for species at risk or migratory birds, or that connect to existing protected areas such as national parks.

Rick Norlock, Member of Parliament for Northumberland Quinte West said today that this is an important move for Canada. “As part of an overall commitment to the environment,” he said. “This campaign will protect both native wildlife and ecologically important areas that might disappear without our government’s actions. I’m certain there may be areas in Northumberland  Quinte West that will meet the specifications of the campaign and through this program will be protected for future generations.”

Rick Norlock, Member of Parliament for Northumberland Quinte West said today that Canada’s government has launched a new program called “Canada Summer Jobs”.

“Getting a summer job is an important part of a student’s life,” Mr. Norlock said. “It’s exciting as they get to take advantage of new opportunities, meet new friends, get valuable work experience for their future and earn money to help them pay for the next school year.”

The Canada Summer Jobs program will help these students looking for summer jobs and it will offer wage subsidies for the not-for-profit organizations, public sector and smaller private sector employers to create summer jobs for students between 15 and 30 years old.

SUBJECT: Getting things done for seniors

Rick Norlock, Member of Parliament for Northumberland Quinte West said today that Canada’s new government delivered on another key election promise by announcing the creation of the new National Seniors Council.

In Ottawa Secretary of State (Seniors) Marjory LeBreton and Human Resources and Social Development Minister Monte Solberg said the new National Seniors Council (NSC) will advise the Conservative government on seniors’ issues of national importance. And ensure that government policies, programs, and services meet the evolving needs of seniors.

It was also announced nearly $14 Million in funding for 775 projects across Canada through the New Horizons for Seniors Program, that will help seniors lead active lives and participate in their communities.
Mr. Norlock added that since being elected the government has moved forward on a number of key initiatives for seniors including:

  • Allowing pension income splitting for seniors
  • Increasing the age credit by $1,000 (from $4,066 to $5,066)
  • Doubling the pension income credit to $2,000 which will put almost $900 Million back in the hands of seniors over the next two years and remove 85,000 pensioners form the fax rolls.
  • Increasing the maximum guaranteed income supplement benefit which will assist more than 50,000 seniors.
  • Proposing legislation to make it easier for seniors to apply for and receive the guaranteed income supplement.
  • Increasing the refundable medical expense supplement tax credit by more than 30% to $1,000.
  • Expanding the compassionate care benefit to make more Canadians eligible, and
  • Reducing the GST to 6%.

“Canada’s new government is getting things done for seniors and pensioners,” Mr. Norlock concluded.

Dear Editor

Re: Replacement Worker legislation

As I am sure you know I chose to vote for this bill to pass second reading. My rational for my vote was to ensure that the bill could be studied and amended at the committee stage. My intention was to have issues such as violence on the picket lines studied, which are important to me because of my previous profession as an OPP officer. I argued that this stage was necessary because the research I conducted in order to make my decision was somewhat inconclusive with regards to the effects of anti-replacement worker legislation.

Thanks to the work of the Standing Committee of Human Resources and Social Development, which I was able to attend on an occasion to hear witnesses, I have been able to come to the conclusion that I cannot support the bill.

All labour laws dealing with strikes and unions must insure a balance between the legal leverage available to unionized workers and the legal rights of employers to run their businesses. This balance is essential for the collective bargaining process.

Currently, the use of replacement workers is clearly prohibited during a legal work stoppage if they are used to undermine the union’s representational rights. A one-off amendment to the Labour Code, without the full participation of all those affected, would negatively impact this balanced approach to labour relations in the federal jurisdiction.

With that said it is important to consider the possible benefits of the legislation and on consideration there is simply no evidence that the proposed amendment would help employees. For example:

  • In 2005, Quebec (which outlawed replacement workers in 1977) had more than twice the number of work stoppages that Ontario (which has no such legislation) had and more than four times that of the federal jurisdiction on a comparable basis;
  • The average duration of work stoppages in Quebec was 47 days compared to 38 in Ontario over the 2003-2005 period;
  • Despite Quebec’s legislation, the average duration of work stoppages has risen from 37 days during the period from 1975-1977 to nearly 47 days from 2003-2005; and,
  • There is no evidence that replacement worker legislation has any effect on wage outcomes.

As for the argument that I have repeatedly heard, that a ban on replacement workers would result in a decrease in violence on picket lines, I would suggest that leadership on all sides take a zero-tolerance approach to any form of physical violence by their members, in any situation. Picket line violence is simply unacceptable, regardless of the circumstances.

There is also a significant downside to the legislation. It has been agreed by parties on both sides of the issue that the proposed legislation is deficient in its lack of consideration for essential services. Consider the following questions:

  • If a telecommunications company was completely shut down, without even the option for managers to maintain their system (which is what the legislation proposes), what would happen to 9-1-1 service?
  • If a small union in the railway industry decided to shut down Canadian rail service at harvest time, what would the effect be on Canadian farmers and their families?
  • If a small union in the airline industry had the ability to shut down Pearson Airport or Air Canada, with no option for replacement workers, what could be the impact on the Canadian economy?

To reiterate, in my view, we have a labour situation that is as balanced and fair as at any time in Canada’s history. We have achieved this balance through careful consideration of Canadian labour law over decades, and in the future I am certain that we will continue to evaluate and fine tune the legislation as necessary.

            “We also introduced the Children’s Fitness Tax Credit,” Mr. Norlock added. “This initiative, valued at $160 Million per year will help Canadian families and children participate in sports in their communities. SUBJECT: Labour market agreement for those with disabilities
            
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today tht Canada’s government believes that everyone should have the opportunity to participate in and contribute to our growing economy, “We are taking action to make that happen.
            “Friday’s announcement by Monte Solberg, Minister of Human Resources and Social Development that the government has invested $223 Million for the extension of labour market agreements for persons with disabilities, will support programs delivered by the provinces and territories that help persons with disabilities prepare for, find, and keep jobs.
            “As well,” Mr. Norlock noted, “in our 2006 Budget we increased the Child Disability Benefit to $2,300, extended the Child Disability Benefit to middle and higher income families, and increased the refundable medical expense supplement for families with children with disabilities.
            “Earlier this month Prime Minister Stephen Harper announced that Canada’s government will provide $30 Million in funding for the Spinal Cord Injury Translational Research Network, spearheaded by the Rick Hansen Foundation.
           “Your government is committed to helping people with disabilities,” Mr. Norlock concluded.

SUBJECT: Mortgage life insurance for armed forces
            
            On Feb 12 the national media reported that widows of Canada’s brave men and women who had served in Afghanistan were being denied benefits related to mortgage insurance claims. The Minister of Finance, the Honourable Jim Flaherty stated he would raise this issue with Canadian banks and report back.
            Minister Flaherty is pleased to announce that the Canadian Bankers’ Association has confirmed that in most instances the policies that are underwritten by insurance companies do not include and war-related exclusion, but, where such exclusions exist, the banks will waive the exclusions for Canada’s soldiers.

SUBJECT: Getting things done for the environment
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that Canada’s government is already taking concrete action to reduce greenhouse gas emissions and air pollution by committing to implement aggressive regulations to reduce greenhouse gas emissions and air pollution in all areas of the country.
            New provincial initiatives across Canada supported by Canada EcoTrust will compliment those efforts.
            Resources for the Canada EcoTrust for Clean Air and Climate Change will consist of $1.5 Billion of new funding included in the upcoming federal budget and will be available on a nationwide basis once the budget is approved by parliament. This funding will form part of the actions to be taken to address the fiscal balance.
            Mr. Norlock concluded by adding, “By practicing a federalism of openness and by working together with the provinces, Canada’s government is getting things done for all Canadians.”

SUBJECT: Canada doubles contribution to produce vaccines for the world’s poorest nations
 
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that, “Canada’s contribution to the global effort to develop vaccines designed to benefit the world’s poorest nations shows that Canada’s government cares about Canada’s place in the world.”
            Today, in Rome, Italy, the Honourable Jim Flaherty, Minister of Finance, announced that Canada will contribute $200 Million US, for the Advance Market Commitment (AMC) to create a pneumococcal vaccine.
            “Today’s announcement builds on Canada’s proud tradition of assisting developing countries through improved health care and a higher standard of living,” said Minister Flaherty. Vaccination has been clearly shown to be one of the most effective ways to fight infectious diseases around the glove, and this initiative has the potential to save millions of lives.”
            Mr. Norlock added, “Canada’s participation in the AMC will lead to vaccines that might otherwise be delayed well into the future, if they were developed at all. Health experts estimate that without our involvement in their production, the pnuemococcal vaccines would not reach the world’s poorest countries for up to two decades. Pnuemococal meningitis and pneumonia alone kill more than 1.5 million people each year and 700,000 of those are children, primarily in sub-Saharan Africa and South Asia”

SUBJECT: Canada addresses concerns about imports of milk protein            
 
            On Wednesday, the Honourable Chuck Strahl, Minister of Agriculture and Agri-Food and the Honourable David Emerson, Minister of International Trade, announced that Canada will initiate negotiations under Article 28 of the General Agreement on Tariffs and Trade (GATT) to restrict imports of milk protein concentrates in response to dairy industry concerns about the increasing use of these imported concentrates in making cheese and other dairy products.
            Article 28 gives a country the right to renegotiate its tariff concessions in the World Trade Organization (WTO) allowing for increasing tariffs and setting new tariff rate quotas.
            In a separate issue of interest to the dairy industry, Minister Strahl also announced he will be asking the Canadian Food Inspection Agency (CFIA) to launch a regulatory process related to compositional standards for cheese. This process should result in the further harmonization of the relevant federal regulatory instruments and will be designed to protect consumer interests and promote choice in the marketplace.

            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that he was pleased with the announcement made on Feb 5, by the Honourable Josée Verner, Minister of International Cooperation and Minister for la Francophonie and Official Languages, who said Canada will allocate an additional $16 Million to the Microfinance Investment Support Facility for Afghanistan (MISFA).

            Mr. Norlock noted that, “Canada is a leader in microfinancing in Afghanistan, which is part of our efforts to foster self-reliance and help Afghans build a road to freedom and democracy in that war-torn nation.

            “MIcrofinancing is transforming lives around the world. It is leading to better prospects for families and communities – improving health, education, and local economics, by giving people an opportunity to have a stake in their future and their country.

            “The MISFA currently benefits over 300,000 Afghans – almost 75 per cent of whom are women.”

            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that Canada’s government is committed to helping Canadian families live a healthy lifestyle… including proper diet. To that end, in Ottawa today, the Minister of Health, Tony Clement, is unveiling the updated version of Canada’s Food Guide.
            “Health Canada has consulted extensively on the new Food Guide with approximately 7,000 stakeholders including dieticians, scientists, physicians, and public health personnel with an interest in health and chronic disease prevention,” Mr. Norlock explained. “For the first time, the Food Guide makes recommendations for individuals, based on their age and gender. This improvement will assist Canadians in choosing an appropriate amount of food for them.
            “The new food guide recommends Canadians limit trans-fats and limit foods and beverages high in calories, sugar, and salt. It emphasizes the importance of combining regular physical activity with healthy eating for overall health and vitality.’
            Mr. Norlock added, “Health Canada is developing a specially tailored Food Guide for First Nations, Inuit, and Metis people that recognizes the importance of traditional foods, including wild meats and plants, as well as non-traditional foods in contemporary diets. This Food Guide for the First Nations will be released in the spring of 2007.
            “While Canada’s Food Guide has been one of the most trusted sources of nutritional information for Canadians for 65 years, it hasn’t been revised in 15 years and it was important to update the information.”

            Rick Norlock, Member of Parliament for Northumberland Quinte West said today, following the Minister of National Defence’s announcement on Friday that the Boeing Company has been awarded the contract to supply strategic airlift aircraft to Canadian forces, that this announcement fulfills a commitment by Canada’s new government to pursue defence procurement initiatives to equip and strengthen our military.
            “Unlike the previous government, that starved our military and have admitted they would cancel this aircraft purchase if ever elected back to office, we are meeting the urgent needs of our Canadian Forces and giving them the equipment they need to get the job done.

            On Friday Prime Minister Stephen Harper and Health Minister Tony Clement announced that Canada will provide $30 Million in funding for th4e Rick Hansen Foundation’s Spinal Cord Injury Translational Research Network (SCI-TRN). That organization is working to create a national network to accelerate the translation of innovative research discoveries into practical benefits for Canadians, generate savings in health and social services, and accelerate scientific advances toward a cure.
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that the practical benefits for spinal cord patients will be realized by focusing on five key priorities: exploring new ways to reduce permanent paralysis; identifying priority areas for quality of life investments; implementing national best practices; completing the roll out of a national registry as a reporting and tracking tool: and building the infrastructure needed to keep Canada on the leading edge of spinal cord research.
            “Through this initiative, Canada is working to improve the lives of the more than 40,000 Canadians with permanent spinal cord injuries and, hopefully, make headway in finding a cure.             Rick Norlock, Member of Parliament for Northumberland Quinte West said today that he was proud to celebrate his government’s first year in office. “Although everyone knows it is difficult to create meaningful legislation in a minority government situation, Prime Minister Stephen Harper is committed to working with all parties to ensure that Canada’s government works. Canada’s new government has a record of which I am very proud. A year ago, on January 24, 2006, Canadians voted for change and we have delivered:”

  • The most sweeping anti-corruption law in Canadian history: the Federal Accountability Act.
  • A budget that delivered 29 separate tax cuts. We cut the GST from 7% to 6%, and we put $20 Billion back where it belongs… in the pockets of hard-working Canadians.
  • A Universal Childcare Benefit that allows families to make their own choices about   how to raise their own children.
  • Safer Communities: by cracking down on street racing and by taking action against  money laundering by organized crime and terrorist groups.
  • We forcefully defended and advanced Canadian interests and values at gatherings of world leaders in Mexico, New York, St. Petersburg, Bucharest and Vietnam.
  • By engaging the USA, respectfully but forcefully, we resolved the softwood lumber  dispute, returning $5 Billion in duties to Canadian producers.
  • We started rebuilding our long-neglected armed forces, stood 100% behind our troops  in Afghanistan, and stood behind our veterans as well.
  • Established a judicial inquiry into the Air India bombing.
  • Introduced a compensation package for Hep C victims not recognized in previous governments compensation for victims of tainted blood.
  • Settled long-standing Aboriginal residential schools issue.
  • Apologized to Chinese-Canadians for the head tax and offered compensation.
  • Introduction of Senate Reform, Legislation limiting terms to 8 years for new Senators and consultation through election by the public for who the PM appoints to the Senate.
  • Gave Quebec a formal role in the Canadian delegation at UNESCO, and sponsored a resolution that was supported by all parties in parliament that recognized “les Quebecois” as a nation within a united Canada – settling a decades-old argument  between the entrenched separatist and centralist cliques in Quebec.

            Mr. Norlock concluded, “This is an incredible list of accomplishments – especially for the first year of a minority government.”

SUBJECT: Agri-opportunities program aimed at farmers

            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that the new Agri-Opportunities Program is designed to aid farmers right across Canada.

            The Agri-Opportunities program was introduced on Jan 23 by Chuck Strahl, Minister of Agriculture. This five year, $134 Million program will move new ideas for agri-products, services and processes faster to the market.

            Canada’s agricultural producers have been asking for new opportunities for growth and investment and the government is delivering with the creation of this program.

            Agri-Opportunities is designed to help increase the demand for primary agricultural products: grains, oilseed, and other traditional and non-traditional products for the benefit of both farmers and the entire agricultural sector. It is designed to help get good ideas off the drawing board and into the marketplace.

            Examples of some of the ideas could be cupboards made from wheat, insulin made from safflower… the ideas are limitless.

            Mr. Norlock added, “This new program is another example of how Canada’s government is getting things done, helping farmers and the agri-industry through investments that create new opportunities to help take advantage of new domestic and world markets.”

SUBJECT: Government will invest more than $1.5 Billion in ecoENERGY initiative

Last week Prime Minister Stephen Harper announced that Canada’s government would invest more than $1.5 Billion in funding for the ecoENERGY Renewable Initiative and the ecoENERGY Retrofit grant program.

The Retrofit grant program is a way for Canadians to obtain grants to retrofit their homes to improve energy efficiency. It will provide incentives to some 140,000 homeowners for improvements that will reduce their energy use and costs an average of 30 per cent. Homeowners will receive an average grant of $1000 to $5000 depending on how many improvements they carry out.

Today, Rick Norlock, Member of Parliament for Northumberland Quinte West said Canada is an emerging superpower and our real challenge is to be a clean energy superpower.

“Energy production and use is responsible for 85 per cent of all smog-causing emissions in Canada, 46 per cent of acid rain and 85 per cent of greenhouse gases. In addition the greatest source of untapped energy is in the energy we waste as a society. Therefore to reach any goals for a cleaner environment we must increase our use of renewable energy and use research and development to make our conventional energy cleaner. “These initiatives will make help Canadians retrofit their homes to make them more efficient, will make clean electricity more available and affordable, and help add up to 4000 megawatts of new clean electricity – that’s enough to power about one million homes.

“Simply put, the ecoENERGY Initiatives will harness the power of our environment to help protect the environment. It is another example of real action our government is taking to protect the health of Canadians and our Canadian environment.”

SUBJECT: Stockwell Day visits Warkworth Institution

            Rick Norlock, Member of Parliament for Northumberland Quinte West and Stockwell Day, Minister of Public Safety chose a cold day, with a freezing wind and light snow blowing from the north, to take an important tour of Warkworth Institution.

            On Saturday January 27, the Minister who is now responsible for The Correctional Service across Canada and Rick Norlock MP met with Warden Monty Bourke for an extensive tour of Warkworth Institution near Warkworth Ontario. Mr. Day is now responsible for the Correctional Service of Canada and he is in the process of visiting federal prisons across the country to assess how the system is working and what changes, if any, need be considered.

            While at the prison Mr. Day met with representatives of the correctional guards union and the inmates committee to get feedback from them about the institution and the system, as it works for them.

            Following the tour Mr. Day said he was impressed, from what he saw and from its reputation, how efficient and well run the institution is. The Minister made these comments outside the gates, when he took time from his busy schedule to talk with, and answer questions from members of the local media.

            Rick Norlock, Member of Parliament for Northumberland Quinte West said today he was proud to be part of a government that cares enough about Canadians to launch a $230 Million investment in the research, development, and demonstration of clean-energy technologies.

            Following the announcement of this initiative Gary Lunn, Minister of Natural Resources said, “Canada is an emerging energy superpower, but our real challenge is to be a clean-energy superpower. To do this we must address the fact that the greatest source of untapped energy is in the energy we waste. We must also increase our use of renewable energy and develop the science and technology to make conventional energy cleaner.”

            John Baird, Minister of the Environment added, “As part of our environmental agenda, Canada’s government is introducing this important initiative to protect Canadian’s stated top priority – the environment – while building a competitive and sustainable economy.”

            The ecoEnergy Technology Initiative will foster the next generation of clean technologies to break through to emissions-free energy production and energy use by accelerating the development and market-readiness of technology solutions in clean energy.

            The new initiative is a focused, integrated approach built on key p;riorities that include carbon dioxide sequestration, clean coal, clean oil sands production, and renewable energy. Priorities will be further developed with consultation with the provinces and industry partners.

            Mr. Norlock concluded, “This initiative will ensure that Canadians and future generations of Canadians have clean air, water, land, and energy. This promises real change for real results.”

This includes $5 Million from the Ministry of Justice.

            Mr. Norlock noted, “We want to help youth at risk to make better choices and prevent them from engaging in serious criminal activities. To this end we are committed to providing youth at risk with positive solutions aimed at ending the cycle of crime that leads to broken communities and broken lives.             Rick Norlock, Member of Parliament for Northumberland Quinte West said today that Canada’s government is getting things done to ensure that trade and travelers move through our borders safely and efficiently, while strengthening our border security to protect Canadians from terrorism.

            Stockwell Day, Minister of Public Safety, announced on Friday, Jan 12, an investment of $431.6 Million over five years to reinforce smart, secure borders.

            The funding will provide the Canadian Border Services Agency (CBSA) with electronic data that allows for 100 per cent automatic risk assessment before shipments reach the border, business resumption will be further harmonized and strengthened between the CBSA and the United States or ensure that trade keeps moving across the border in the event of an emergency and, Partners in Protection (PIP), an initiative that enlists the cooperation of private industry to fight organized crime and terrorism will be strengthened.

            Mr. Norlock noted, “These initiatives arrive after 13 years of lax border security under the previous government’s leadership. Canada was left with too few border officers and, all too often, they were under equipped to deal with modern criminals.

            “We have already announced an investment of $101 Million to train 4,400 CBSA officers in the use of side arms and then supply those firearms and to hire, train, and equip 400 new permanent border CBSA officers to eliminate stand-alone posts and therefore create a safer working environment.”

             “During the last election we promised to improve border security. Now we’re acting on the promise to keep Canada safe from security and health threats, while ensuring smooth flow of trade across our borders,” Mr. Norlock concluded.

In Campbellford the clinic will be at the Trent Hills Municipal Centre from 9 am until noon.

Rick also suggests that many local photo retailers offer an inexpensive passport photo service and those interested should obtain their photos before the clinic. SUBJECT:  Canada’s new government invests in infrastructure renewal      
 
            Rick Norlock, Member of Parliament for Northumberland Quinte West took part in a joint announcement between Canada’s new government and the government of Ontario to provide funding for three projects in Northumberland Quinte West under the Canada-Ontario Municipal Rural Infrastructure Fund (COMRIF).
            The first announcement is that the Canadian and Ontario governments will each invest up to $596,200 in a local wastewater project to upgrade the Batawa Wastewater Treatment System in the City of Quinte West. The City of Quinte West will contribute the balance of the total project cost of almost $1.8 Million.
            Mr. Norlock said, “Canada’s new government is please to announce the funding for this project that will improve the quality of life for Quinte West Residents.”
            At the same time, under the same program, it was announced that the governments of Canada and Ontario will each invest up to $139,667 to replace the Mutton Bridge in the Township of Cramahe. The Township of Cramahe will contribute the balance of the total cost of $419,000.
            The Town of Cobourg was also the recipient of funds under the COMRIF program. The governments of Canada and Ontario will each invest up to almost $1.3 Million in a project to improve the Water Pollution Control Plant No.1 in Cobourg. The Town of Cobourg will invest the balance of the project that is expected to cost almost $3.8 Million.
            Mr. Norlock said, on behalf of Tony Clement, Minister of Health and federal minister responsible for COMRIF, “It is vital that all wastewater be treated properly in order to reduce any impact on our environment.”
            Those who also attended the announcements were: Leona Dombrowsky, Ontario Minister of Agriculture, Food and Rural Affairs, Lou Rinaldi, MPP Northumberland, John Williams, Mayor of Quinte West, Marc Coombs, Mayor of Cramahe, and Peter Delanty, Mayor of the Town of Cobourg.

SUBJECT:  Rebuilding Afghanistan: re-establishing the rule of law 
              
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that Canada’s new government is moving ahead to rebuild Afghanistan.
            International Cooperation Minister Josée Verner announced yesterday that Canada will provide more help to rebuild the lives of the Afghan people and the infrastructure of the embattled country by contributing: $11.5 Million for a program to speed up reconstruction and development efforts throughout Kandahar Province, and $1.75 Million to UNICEF for two projects supporting maternal health and women’s literacy in the same province.
            Foreign Affairs Minister Peter McKay also announced that Canada’s new government will assist in the establishment of the rule of law by providing: $10 Million towards salaries of Afghan police officers and approximately 1,500 police jackets and 2,500 pairs of winter gloves for Kandahar provincial police officers.
            Canada has been in Afghanistan since 2002 as part of a UN-sanctioned, multinational NATO-led mission to rid the country of the Taliban and ensure that Afghanistan never again becomes a safe haven for international terrorism. Thanks to the efforts of Canadian soldiers, diplomats and aid workers democracy has been established and presidential, parliamentary and provincial elections have been held.
            Mr. Norlock noted, “Seven million children are in school (a third of those are girls) and over 13,000 communities have started or completed new schools, medical facilities and fresh water, sewer, and electrical systems.
            “In spite of these notable accomplishments, the Liberals are divided on the Afghanistan mission, while the NDP and Bloc members stand opposed to the mission and are prepared to leave that country at the mercy of the Taliban.”
            “I’m proud that Canada’s new government is committed to the protection of Canadians from terrorism and the rebuilding of Afghanistan,” he concluded.

SUBJECT:  Government moves to support Canadian corn growers           
 
              Rick Norlock, Member of Parliament for Northumberland Quinte West said today that he was pleased to tell farmers that International Trade Minister David Emerson and Agriculture Minister Chuck Strahl have requested special consultation with the USA at the World Trade Organization (WTO) on unfair subsidies provided to US corn growers and the total level of support the USA provides its agricultural industry.
            “We are trying to level the playing field,” Mr. Norlock explained. “Canada’s new government believes the subsidies paid to US producers, about $9 Billion every year, are causing economic harm to Canadian farmers. Reducing these subsidies would allow Canadian farmers to compete in the world market.
            “Canada and the USA have a positive bilateral trade relationship, and now that the softwood lumber dispute has been resolved, we are confident we can resolve this issue, that farmers have asked us to explore, through open dialogue with the States.
            “Canada’s new government cares about our farmers, and because of this we continue to support an ambitious outcome to the WTO Doha Round and will work closely to with the USA and other WTO members to achieve this level playing field for our farmers. Our goal is to pursue the elimination of export subsidies and gain significant market access improvements for our agricultural producers and exporters.”

SUBJECT:  Liberal MP joins Conservative caucus          
 
              Rick Norlock, Member of Parliament for Northumberland Quinte West said today that he was proud to announce that Wajid Khan, Liberal MP for Mississauga-Streetsville, has joined the Conservative Caucus and Canada’s new government.
            Mr. Khan, a fighter pilot in his native Pakistan, has been a successful entrepreneur and community leader in Toronto for 30 years. Following the arrest of 17 people on terrorism related charges in June 2006, he volunteered to provide security advice to Prime Minister Stephen Harper and for the past six months has served as a special advisor for Middle Eastern and Central Asian Affairs.
            Mr. Khan said that during this time he came to admire the Prime Minister’s leadership as well as the result-oriented direction of the new government. Eventually it became obvious to both Mr.Khan and the prime minister that the Conservative Party was Mr. Khan’s natural political home.
            He will continue to advise the PM on Middle Eastern and Central Asian Affairs and will help the government reach out to New Canadian communities. Mr. Khan will seek the Conservative nomination in his home riding for the next election.
            Mr. Norlock noted, “The Conservative Party is growing because of its strong, inclusive leadership for all Canadians.”

SUBJECT: PM strengthens Ministerial team           
 
            Rick Norlock, Member of Parliament for Northumberland Quinte West said today that following the government’s policy of listening to Canadians and then, because they care about this country, making reasonable changes and legislation that is designed to better the lives of all Canadians, the Prime Minister has announced a number of important Ministerial changes.
            “I was excited to see John Baird named as the Minister of the Environment,” Mr. Norlock said. “Although, as the Prime Minister said, Rona Ambrose has done more for the environment in the last year than the previous government did in 13 years, Canadians have asked for stronger environmental action. John Baird has taken the lead on a number of important issues, such as the Accountability Act, and I believe is the ideal person to head the environment portfolio.
            “As well, the government’s environmental agenda will be bolstered by the creation of a new Cabinet Committee on the Environment and Energy Security. The Committee will pursue practical, result-oriented solutions to decrease Canada’s greenhouse gas emissions, reduce pollution and improve the health and well-being of Canadians.”
            Prime Minister Stephen Harper also announced that the government plans to pursue a focused and active agenda for 2007 that will include: a budget that will control spending, lowers taxes, and offers the provinces a fair deal to restore fiscal balance in Canada; continued efforts to make our streets and communities safer; and standing up for Canadian interests and values on the world stage.
            Mr. Norlock concluded by adding, “A lot has happened since Canada’s new Government took office. After years of inaction by the previous government, this government knows where it stands, with clear priorities and a competent, strong agenda. In 2007, Stephen Harper and Canada’s new government will continue getting things done for all Canadians by listening to Canadians and caring about every Canadian citizen.”

SUBJECT: New tax credit kicks in to help families and children           
 
We promised to lower taxes… and we delivered!

            Rick Norlock, Member of Parliament for Northumberland Quinte West said today his government promised Canadians that they would lower their taxes… and they delivered!
            “2007 will be a good year for Canadian taxpayers,” Mr. Norlock said. “On January 1st, the Children’s Fitness Tax Credit came in effect to help Canadian parents with the cost of organized sports… and keeping their children fit. The Children’s Fitness Tax Credit will be provided on up to $500 of eligible fees for programs of physical activity for each child under age 16. It covers many sports as well as other children’s recreational activities such as dance lessons.
            “Canada’s new government also delivered on other tax cuts to help average hard-working Canadians: the GST was cut from 7% to 6%. There’s a $1,000 Canada Employment Credit for working Canadians, a new Transit Tax Credit, tax measures to help tradespeople with the high cost of tools and a new program to allow income splitting for pensioners.
            Mr. Norlock concluded, “It’s no secret that Canadians have been taxed too much for years. We promised to lower taxes and again we’ve delivered on our promises.”
