SUBJECT: Further information regarding Brenda Martin
Rick Norlock, Member of Parliament for Northumberland Quinte West recently
returned from a three-day trip to Mexico. The purpose of the trip was
to meet with government of Mexico officials, to state in strongest
terms Canada’s concerns over Brenda Martin’s lengthy judicial
proceedings, and more importantly meet with Brenda to get her personal
input and advice.
Mr. Norlock said, "While there, Jason Kenney, Secretary of State
for Multiculturalism and Canadian Identity, and I met with both Mexican
federal and state officials, the State Human Rights Agency, Canadian
Consular officials and the Canadian Ambassador to Mexico. Through the
course of these meetings it was clear that Mexican law concludes that
Brenda must go to trial on the charges brought against her. That being
said, we have assurances at all levels that the proceedings will be
expedited and that Canada will have the full cooperation of the Mexican
officials through the course of the remainder of the trial. Brenda
has appeared before a judge, and her lawyer has yet to file the final
paperwork for the criminal proceedings.
"The Prime Minister has made it clear however, when he said,
'we have to remember, we are talking about another sovereign country
and we are talking about a judicial process, and judicial process is,
by definition, independent. If the President of Mexico called me and
demanded I release a Mexican national, I would not be in the position
to do that. We have an independent judicial system. We all understand
this is very upsetting: a very difficult situation. It is also, I can
tell you, a very complicated one legally, but officials at all levels
up to, and including, the very highest levels of our government and
the Mexican government have been in contact on this matter for some
time.'
Mr. Norlock concluded, "Brenda is in a fragile state of mind,
but considering what she has gone through in the past two years, we
were amazed at the degree of fortitude she still is able to muster
at times. When we spoke with her I assured her that I will continue
to give this matter my priority, as I have for the past year and a
bit. I am doing my best to make certain she is returned to her family,
friends, and country just as quickly as we are able.
"I sympathize with Brenda, her family, and close friends and appreciate
their worries for Brenda’s health and stability, and I assure
them, and concerned Canadians from coast to coast, I will not be content
until Brenda arrives home in Canada."

SUBJECT: Government funds free MedicAlert bracelets for children
Today, Prime Minister Stephen Harper announced new funding to provide
free MedicAlert bracelets for children.
Mr. Harper said, “I want to congratulate MedicAlert for this
tremendous initiative and at the same time applaud their new partner
in the program, the Lions Club of Canada. Working together with families,
schools, and government, MedicAlert is making life safer and better
for the children that will carry our country forward.
“This investment will allow the Foundation to further expand
the No Child Without campaign. Over the next five years this campaign
will be taken to every one of Canada’s 12,000 elementary schools.
The No Child Without campaign will ensure elementary children across
the country are protected from unforeseen medical emergencies.”
Rick Norlock, Member of Parliament for Northumberland Quinte West
said today, “I’m proud to be a part of a government that
supports important initiatives like this that improve the health of
Canadians and particularly children across the country.
“Our government is providing an additional $3 Million to the
Canadian MedicAlert Foundation’s No Child Without campaign. This
investment brings the federal government’s total contribution
to this campaign to $5 Million.”

SUBJECT: Government concerned for plight of Brenda Martin
Yesterday, March 13, Rick Norlock, Member of Parliament for Northumberland Quinte
West, met with the Minister of Foreign Affairs, Maxime Bernier, regarding the
plight of Brenda Martin to express his concerns and the concerns of his constituents.
"I continue to share the concerns of my constituents about Brenda
Martin," said Mr. Norlock. “I have been in frequent contact
with Minister Bernier and his predecessors with respect to Ms. Martin's
situation."
"We are working extremely hard to ensure Ms. Martin receives
our support," added Minister Bernier. "I have discussed
this issue with my Mexican counterpart, expressing my dissatisfaction
with the length of her trial. It should also be known that our Government
has sent an official diplomatic note to the Mexican Government seeking
assurances that Ms. Martin's rights are being respected."
"We have been continually pushing for assurances insisted upon
in our diplomatic note,” Mr. Norlock continued. Ms. Martin's
human rights must be respected."
Mr. Norlock concluded by saying: "Our Government is committed
to pushing for speedy resolution to her trial. I long for the day when
Ms. Martin has returned home to the arms of her loving mother."
MP Rick Norlock also raised this issue with Minister Bernier in the

SUBJECT: Details of plan to cut greenhouse gas emissions: the “turning
the corner” plan
Yesterday, John Baird, Minister of the Environment, announced that
the government has released the details of the regulatory framework
designed to cut Canada’s greenhouse gas emissions by an absolute
20 per cent by 2020.
“The government made a commitment to Canadians to cut our greenhouse
gas emissions,” Mr. Baird said. “Today we are delivering
on our promise by releasing the details of these tough measures that
will put us on a path to meet our commitments.
“This government believes strongly in the “polluter-pays” principle.
Our plan recognizes that all Canadians have to help in the fight against
climate change, and that industry has to do its part. Our regulations
will apply to all big industry – from the oil industry to the
chemical companies, from smelters to pulp and paper mills, all Canadian
industry will be expected to do their part.
“Because they are two of the biggest emitting industries, oil
sands and dirty coal electricity plants will have additional requirements
to meet. The plan includes banning the construction of new dirty coal
electricity plants and requiring new oil sands projects to use carbon
capture and storage or other green technology.
“Today’s announcement will move Canada forward on the path
towards a low carbon economy. This is a challenge that all Canadians
will have to share but we believe the costs involved to be manageable.
It includes real tools to help Canada cut its greenhouse gas emissions
including $9 Billion in ecoAction initiatives for home retrofit grants,
renewable power, biofuels, and public transit. And most importantly
tough regulations to force industry to get on board.”
For more details of the plan go to: www.ecoaction.gc.ca
Rick Norlock, Member of Parliament for Northumberland Quinte West
added, “The
release of the details of this “turning the corner” plan
will now enable greenhouse gas emitters to formulate their action plans
in order to meet Canada’s expectations and reduce Canada’s
overall GHG emissions.
“These are some of the toughest laws in the industrialized world,
but we know they are necessary in order to reduce the effects of global
climate change,” Mr. Norlock concluded.

SUBJECT: Government launches anti-drug campaign
Rick Norlock, Member of Parliament for Northumberland Quinte
West said today, “On Wednesday, March 5, your government
launched the first component of the mass-media campaign
under the National Anti-Drug Strategy. This component of
the campaign, which is aimed at parents with children aged
13 to 15, includes newspaper, radio, and on-line advertisements
to be followed by a national television campaign in April.
“Our government recognizes that illicit drugs undermine healthy
families and safe communities, fuel organized crime, and foster petty
crime. Through this program we are providing parents with tools and
resources to help them begin open, informed discussions with their
children about drug abuse.
“We also launched on Wednesday the Parents’ website at:
www.drugprevention.gc.ca,
as well as an information booklet for parents. Already groups including
the Association of Chiefs of Police have registered support of our
government’s decision to speak plainly about the dangers of illicit
drug use.”
The National Anti-Drug Strategy is a collaborative effort involving
the Department of Justice, Public Safety Canada, and Health Canada,
and includes three action plans: preventing illicit drug use; treating
those with illicit drug dependencies; and combating the production
and distribution of illicit drugs.

SUBJECT: Farmers win barley marketing freedom
Yesterday, March 3, 2008, Gerry Ritz, Minister of Agriculture and
Agri-Food announced a groundbreaking amendment to the Canadian Wheat
Board (CWB) Act that will clear the way for barley marketing freedom
and introduce a requirement respecting commercial dispute resolution.
“This government listens to farmers and we are working hard
to delivery the barley marketing freedom Western Canadian barley producers
are demanding,” said Minister Ritz. “We are moving forward
on every front to make that freedom a reality and this legislation
is a huge step forward for farmers.”
The announcement follows a vote among Western Canadian barley farmers
held in 2007 that discovered that 62 percent voted in favour of removing
the current CWB single desk marketing system for barley.
One of the proposed amendments would allow farmers to sell their barley
to any foreign or domestic buyer, including the CWB. The other amendment
would encourage producers and grain elevator companies to pursue the
option of commercial arbitration, with the CWB, instead of resorting
to the court system, which can be lengthy and costly.
Rick Norlock, Member of Parliament for Northumberland Quinte West,
added, “Canadian farmers are the most qualified to make their
own marketing decisions and they have every right to expect they have
the same marketing freedom that producers in the rest of Canada take
for granted.”

SUBJECT: Budget 2008
Rick Norlock, Member of Parliament for Northumberland Quinte West said
today, “Building on the 2007 Fall Economic Update, Budget 2008
provides Canadians with responsible leadership to meet the challenges
presented by global economic uncertainty.
“It builds on decisive, pre-emptive action taken in the 2007
Fall Economic Update and during Winter 2008 to lower taxes for people
and businesses, pay down debt and provide targeted support to troubled
industries.
“Budget 2008 takes further action to help troubled industries
by extending the capital cost allowance for new manufacturing equipment,
establishing a $250 million Automotive Innovation Fund to help automakers
meet the challenges of the future and extending support for older workers.”
The following is a synopsis of the highlights of Budget 2008
- Our government has delivered its third balanced budget in a row.
Budget 2008 prepares Canada and Canadians for the challenges ahead.
- The Budget is balanced, focused and prudent. It builds on our long-term
economic plan Advantage Canada.
- Budget 2008 continues reducing debt and taxes, focuses government
spending, and provides additional support for sectors of the economy
that are struggling in this period of global uncertainty.
- Budget 2008 provides Canadians with the most important savings
vehicle since the introduction of the RRSP, the Tax Free Savings
Account. This flexible, registered, general-purpose account will
allow Canadians to watch their savings grow, tax free.
- Budget 2008 extends the temporary accelerated capital cost allowance
treatment for three years on a declining basis. This will provide
the manufacturing and processing sector with an additional $1 billion
in tax relief.
- Budget 2008 provides $250 million for an Automotive
Innovation Fund. This money will fuel the development of greener
and more fuel-efficient vehicles. This will
help preserve the environment and help preserve and create high quality
jobs.
- Budget 2008 provides $500 million to make further investments
in public transit capital infrastructure.
- Budget 2008 increases the Guaranteed Income Supplement exemption
to $3,500, from the current maximum of $500. This will benefit low
and modest income seniors who choose to continue working.
- Budget 2008 provides $110 million to establish demonstration projects
in Vancouver, Winnipeg, Toronto, Montreal, and Moncton. These will
help increase our knowledge of those who are homeless and suffering
from mental illness.
- Budget 2008 takes action to fulfill our commitments to a cleaner,
healthier environment, including $250 million for carbon capture
and storage projects and $66 million over two years to lay the foundation
for market-based mechanisms that will help establish a price for
carbon, and support the development of carbon trading in Canada.
- Since taking office our government has been vigilant in focusing
and reviewing government spending. We want to ensure Canadians receive
full value for the money they pay in taxes.
Mr. Norlock concluded by saying, “I am proud to be a part of
a government that is fiscally responsible to the people of Northumberland
Quinte West, and the rest of the country. This government stands for
the average, working family of Canadians.”

SUBJECT: Government improves support programs for farmers
Yesterday,
in Ottawa, Gerry Ritz, Minister of Agriculture and Agri-Food
tabled proposed amendments to the Agricultural Marketing
Programs Act (AMPA) which will give livestock producers much
easier access to cash advances through the Advance Payments
Program (APP). At the same time the government announced
a new $50 Million initiative with the Canadian Pork Council
to deliver a sow cull program that will help restructure
the industry. Canada is working with industry to help beef
producers reduce their costs associated with the feed ban.
In
response the Canadian Pork Council said they believe the
measures announced by the government will go a long way to
helping Canada’s struggling livestock sector make it
through the difficult months ahead. Improvements to the APP
will allow better access to loans for producers, as well
as a sow retirement program and a review of key user fees
are also important parts of the package.
The
livestock sector, particularly the pork producers, has been
put under unbearable economic pressure because of the high
Canadian dollar, soaring feed costs, and low hog prices.
Farm
families and rural communities are feeling the impact as
the livestock industry adjusts to new conditions, with many
farmers being forced to leave their family-owned and family-run
operations.
Rick
Norlock, Member of Parliament for Northumberland Quinte West
said, “The government of Canada is listening to Canadian
farmers. We are working with farmers, in Northumberland Quinte
West, and across the country to deliver programs that provide
more bona fide support for livestock producers.
“The
latest announcement delivers real support by making up to
$3.3 Billion available in loans to help producers weather
current storms and adjust to new market realities.
“These
represent programs that work for farm families rather than
imposing failed, one-size-fits-all programs that farmers
have had to face over the past 13 years of the previous government.
“It
is our goal to keep farm families on their own farms and
make agriculture a viable business proposition.”

SUBJECT: Announcement
Today, Feb 22, Rick Norlock, Member of Parliament for Northumberland
Quinte West said at the Quinte West Library, “An immediate
investment of up to $200,000, our Government is taking action to
support ongoing monitoring work within the Great Lakes - Bay of Quinte.
Through this commitment, the Government of Canada is protecting and
preserving the Bay of Quinte Area of Concern, by ensuring the sediment
at the mouth of the Trent River remains contained and does not enter
the ecosystem.”
The Bay of Quinte Area of Concern is a z-shaped embayment at the
eastern end of Lake Ontario with a shoreline stretching for almost
100 kilometres from Trenton to Bath. The Area of Concern
encompasses the bay and its 18,000 square kilometres and includes
lands drained by the Trent, Moira, and Napanee rivers and a host
of smaller tributaries.
The Trent River Mouth Investigation Steering Committee determined
that sediment removal is not necessary at the mouth of the Trent,
but that long-term monitoring will be required. The Government of
Canada along with the Ontario Ministry of the Environment will monitor
the area to ensure the contaminated sediment remains contained and
do not enter the ecosystem. We expect to begin the four-year
monitoring effort in 2008 and complete it in 2012.
Areas of Concern are severely degraded geographic areas within the
Great Lakes Basin. Restoring environmental quality is a priority
due to their impact on local and basin-wide ecosystem health. In
August 2007, the governments of Canada and Ontario announced the
2007 Canada-Ontario Agreement Respecting the Great Lakes Basin Ecosystem.
The Agreement focuses on cleaning up the remaining 15 Canadian Areas
of Concern in the Great Lakes. The Bay of Quinte clean up is
part of the Government of Canada's Action Plan for Clean Water and
its goal of ensuring that all Canadians have access to clean, safe
and healthy water.

SUBJECT: $50 Million for Ontario potable water program
Rick Norlock, Member of Parliament for Northumberland Quinte West said
today, on behalf of the Honourable Tony Clement, Minsiter for the Federal
Economic Development Initiative for Northern Ontario, announced today
the government of Canadian is providing up to an additional $50 Million
to assist municipalities which faced economic challenges related to
the implementation of their existing fedrally funded drinking water
projects.
Funding under the Ontario Potable Water Program (OPWP) will be available
to Ontario municipalities that have previously received federal funding
for water projects under the Canada-Ontario Infrastructure Program
(COIP) and that have incurred additional costs for their projects to
comply with changes to provincial drinking water regulations.
The Ontario Potable Water Program provided funds for municipalities
if: they had completed a COIP drinking water project, they had incurred
increased project costs to comply with changes to water regulations
and their COIP project was renominated by the Ontario government for
consideration of additional federal government support.
Ontario municipalities with water system projects funded under COIP,
in order to comply with provincial drinking water regulations, will
be contacted directly by Industry Canada officials to confirm their
interest in and eligibility for OPWP funding.

SUBJECT: $10 Million for eastern Ontario
Today Mr. Norlock, Member of Parliament for Northumberland Quinte West,
representing the Honourable Tony Clement, Minister for FedNor, and
the government of Canada met with officials of the Northumberland Community
Futures Development Corporation to announce that for the second year
in a row, the Canadian Government is allocating $10 Million to CFDCs
in eastern Ontario.
This is a positive move to help the economy of Eastern Ontario, as
well as all Ontario and Canada. As outlined in the recent Economic
Statement the government is creating an entrepreneurial advantage in
Canada by working to reduce unnecessary regulation, red tape and the
tax compliance burden to unlock business investment. By creating a
more competitive environment, consumers will obtain goods at lower
prices and Canadian businesses will be better equipped for global success.
The government of Canada is restoring fiscal balance and bringing
federal support for the provinces and territories to new levels. For
Ontario this totals almost $12.8 Billion for 2007-8.
Community Futures Development Corporations provide grassroots intelligence,
creativity, determination, and “sweat equity” to turn visions
and goals into reality.
Just under one year ago Minister Clement announced a $10 Million commitment
to the renewal of the Eastern Ontario Development Program. Managed
by FedNor the EODP is delivered by 15 CFDC’s throughout Eastern
Ontario. And this has translated into more than 2,600 enquiries from
stakeholders, in excess of 1,300 proposals being submitted with a total
value of $18.6 Million, 826 approved rural Eastern Ontario projects
valued at just under $8 Million, and an additional $33.5 Million from
public and private sources.
The government is announcing a Canadian Government contribution of
$10 Million for the renewal of the Eastern Ontario Development Program
for the next year.
The actual amount of funding to individual CFDCs will be based on
the dollar value of the actual projects submitted and approved by each.
This contribution will be used by CFDCs to fund five key economic development
priorities – business and community development, access to capital,
skills development, retention and attraction of youth, and technological
enhancements.
This announcement effects the operation of the Northumberland CFDC
in Cobourg and Trenval CFDC located between Belleville and Trenton.
The government of Canada is getting things done for the people of
Eastern Ontario by partnering with local stakeholders and economic
development organizations and providing them with the tools they need
to help grow the economy of Eastern Ontario.

WEST
SUBJECT: February 15 is National Flag of Canada Day
Rick Norlock, Member of Parliament for Northumberland Quinte West
urges all citizens, young and old, on February 15th to recognize and
reflect on our shared heritage and embrace our national identity.
Canadians in every province and territory will mark National Flag
of Canada Day as an opportunity for each and every Canadian to honour
this important symbol of this great country.
Did you know?
- February 15, 2008 marks the 43rd anniversary of the
day the first red and white maple leaf flag was raised on Parliament
Hill, across Canada, and at Canadian embassies around the globe.
- It
has been prominent on foreign aid and disaster relief packages when
disaster struck Southern Asia, New Orleans, and Pakistan.
- Our flag cannot
be missed in Afghanistan where Canadian soldiers are making enormous
sacrifices to secure the peace and safeguard the Afghan people.
- In 1867,
Alexander Muir composted the song, “Maple Leaf Forever” showing
the deep roots of the maple leaf in Canadian history.
- Canadian troops
have proudly flown the flag of Canada from the armed conflicts around
the world to our present contribution in Afghanistan, and rallied
to make Canadians proud of their actions.
Mr. Norlock adds, “As we celebrate our National Flag we should
also learn about our historic and heritage flags. A Flag Day poster
has been made available to all schools, libraries, and YMCA/YWCA’s
across Canada.
“The National Flag of Canada continues to inspire hope in Canadians’ confidence
in our future and pride in our history. On February 15 let us all join
together in our communities and as a nation to celebrate the National
Flag of Canada.”

SUBJECT: Canada protects our children
On Tuesday, Jan 29, Stockwell Day, Minister of Public Safety, announced
$2 Million for the newly created Canadian Centre for Child Protection,
which is a national charitable organization working to reduce child
victimization, increase the personal safety of children, and reduce
the risk of sexual exploitation.
This announcement is one of the Canadian Government’s largest
investments ever to a national charitable organization, which helps
protect children from on-line adult sexual predators.
The new funds will help the centre:
- Handle more leads from the public
about the suspected on-line exploitation of children;
- Raise public awareness to better protect
children; and
- Develop
educational material on issues related to child exploitation.
This is another example of concrete action that our government
is taking to protect children from on-line sexual predators and
to prevent children from being sexually abused.
Rick Norlock, Member of Parliament for Northumberland Quinte
West, said, “This funding follows an investment our Government
provided to the RCMP to combat child sexual exploitation, as well
as legislation the government introduced to toughen penalties against
adult sexual exploitation by raising the age of consent from 14
to 26 years old.
“Strong partnership is critical, both here in Northumberland
Quinte West and across the country, to effectively combat organized
crime and the alarming growth of child pornography on the internet.
“All Canadians must be vigilant and work with crime fighting
organizations to protect our children from sexual predators and
other forms of child abuse.”

SUBJECT: Consultations begin on Canada’s first motor
vehicle consumption regulations
The Honourable Lawrence Cannon, Minister of Transport, Infrastructure
and Communities, announced yesterday, January 17, he is delivering
on the Government of Canada's commitment to implement fuel consumption
regulations. For the first time Canada will regulate the fuel consumption
of new cars and light trucks, beginning with the 2011 model year.
The Government of Canada will consult with representatives of
provincial and territorial governments, the automotive industry,
environmental non-governmental organizations, provinces and territories,
and other stakeholders including the general public. A short issue
brief has been developed to inform these consultations. All interested
parties are encouraged to review the brief and submit their views
in writing to Transport Canada no later than March 15, 2008. Input
received during these consultations will be considered during the
development of the regulations.
Proposed regulations will then be submitted for approval by the
Governor in Council before being published in the Canada Gazette,
Part I. Stakeholders will then have 90 days to comment on the draft
regulations. It is anticipated that the final regulations will
be published in the Canada Gazette, Part II, before the end of
2008, sufficiently in advance to allow them to come into effect
for the 2011 model year.
"We made a commitment to implement fuel consumption regulations
for the 2011 model year that are benchmarked against a stringent,
dominant North American standard, and we are keeping our word," said
Minister Cannon. "Our government recognizes that the transportation
sector is one of the largest sources of greenhouse gas and air
pollutant emissions in Canada, accounting for 25 per cent of all
Canada's GHG emissions. That's why we are taking action now to
make sure that, into the future, we have the most environmentally
responsible cars and trucks on Canadian roads."
“In 2006, the combined (car and light truck) new vehicle
fleet average fuel consumption was approximately 8.6 L/100 km in
Canada. This is equivalent to 27 miles per gallon.
"The United States Congress has set an ambitious target of
35 miles per gallon - or 6.7 litres/100 kilometres - for the average
fuel economy of vehicles sold in 2020," explained Minister
Cannon. "We welcome the U.S. goal, but are committed to developing
made-in-Canada standards that achieve – at minimum - that
same target in Canada.
“The consultations ahead will be key to delivering the standard.
Put simply, this means that the government will regulate by the
2011 model year. By 2020, the average new vehicle sold in Canada
will have a fuel consumption better than some of today's hybrid
cars, and produce fewer GHG emissions, than approximately 93 per
cent of all vehicle entries listed in the 2008 Fuel Consumption
Guide. I am very proud to start
this historic regulatory process."
The issue brief "A Better Canada - A Cleaner Environment:
Development of Motor Vehicle Fuel Consumption Regulations" is
available at: Transport
Canada.
Rick Norlock, Member of Parliament for Northumberland Quinte West,
said, “These consultations will establish regulations that
will be good for all of us, across the country and in Northumberland
Quinte West. The health of all residents, and future generations,
is an important consideration of which our government is very much
aware. Having clean air to breathe is basic to good health. And
with the rising price of fuel for vehicles more efficient vehicles
only makes good sense.”

SUBJECT: Federal Government offers Canadians a chance
to give their opinion on upcoming budget.
The Minister of Finance, Jim Flaherty, is offering Canadians a
chance to have some input into the upcoming federal budget. Today
he launched a consultation site so all Canadians can focus on specific
issues and ask questions of national significance.
“This year we’re taking a different approach to pre-budget
consultations,” Mr. Flaherty said. “Although our economic
fundamentals are solid, we need to focus on the various risks and
challenges that confront us. These include an impact of an economic
slowdown in the USA, and ongoing turmoil in financial markets,
the continuing need to adjust to a higher Canadian dollar, increasing
global competition, as well as the aging Canadian population.
“We believe this approach will allow us to prepare a budget
that better reflects the priorities of all Canadians.”
The specific questions are:
- What steps should the government take un Budget 2008 (and
beyond) to ensure that Canada is prepared to deal with the implications
of an aging population?
- Should the Government be implementing
broad-based policies that will help all sectors of the economy
to succeed or should it focus on developing policies to assist
specific industries facing special challenges?
- In what areas should the Government focus its resources
in Budget 2008 (and beyond)? If resources need to be redirected
from other areas, what areas should these be?
- What steps should the Government take in Budget 2008 (and
beyond) toensure that the Canadian economy remains internationally
competitive, continues to attract investment and creates high
value-added jobs?
- What tax and other measures should the Government take
to ensure that Canada keeps its best and brightest, attracts
highly skilled immigrants, encourages as many people as possible
to enter the workforce, and rewards Canadians for their hard
work, while respecting the Government's fiscal goals?
The pre-budget consultation page on the Department of Finance
website can be found at http://www.fin.gc.ca/activty/consult_e.html.
The consultations will end at 12 midnight EST on February 11, 2008.
"A national budget affects all Canadians and I encourage
everyone to take part in these pre-budget consultations," said
Minister Flaherty. "I value the input of Canadians and look
forward to reviewing and reflecting upon what they have to say."
Rick Norlock, Member of Parliament, Northumberland Quinte West
added, “I urge all citizens of our riding to get involved
in this consultation process. Your input is important to your government.
Last year, nearly 8,000 Canadians participated in the online consultation
process. People provided a wide range of responses on everything
from debt reduction to restoring fiscal balance.
“The page also features links to “Canada, an Economic
Snapshot”, which presents a brief overview of Canada's current
economic strengths and challenges, and Where Your Tax Dollar Goes,
an overview of federal spending and revenue collection.”

SUBJECT: Canada orders 17 new tactical lift Hercules
Today, the Government of Canada announced it has awarded a contract
to Lockheed Martin Corporation for the acquisition of 17 C-130J
Hercules aircraft for the Canadian forces. Peter MacKay, Minister
of National Defence and Michael Fortier, Minister of Public Works
and Government Services represented the government at the announcement
in Ottawa.
Mr. MacKay said “The procurement of this aircraft is a great
asset for the Canadian forces, a great benefit to Canadian industry
and a great deal for Canadians. This contract further demonstrates
our government’s commitment to ensuring our brave men and
women in uniform have the right equipment to do their jobs.
“The acquisition of this aircraft will allow the Canadian
forces to better transport equipment, troops, and supplies to,
within, and from a broad theatre of operations. It will be an essential
lifeline to deployed troops – both at home and abroad.”
Mr. Fortier added, “These 17 new aircraft are an absolute
necessity for the Canadian forces. The current tactical fleet is
approaching the end of its life expectancy. Under the terms of
this contract, Lockheed Martin Corporation will be required to
invest in the Canadian economy, dollar for dollar, what the Government
of Canada spends in procuring and maintaining the aircraft over
the life of the contract.”
Rick Norlock, Member of Parliament for Northumberland Quinte

as these 17 new Hercules will replace aging aircraft in our fleet.
But it’s good news especially for the air crews of CFB Trenton
who will now fly better and faster aircraft for a more efficient,
and safer, tactical lift response in Canada and around the world.”

SUBJECT: Employment protection for deployed reservists
Yesterday, January 8, 2008, The Honourable Jean-Pierre Blackburn,
Minister of Labour, announced that the government of Canada is moving
forward with a strategy that will provide employment protection for
deployed reservists when they return to civilian life. The strategy
will include legislative changes which will protect the civilian
jobs of reservists who work for employers in federally-regulated
sectors and the public service. It will also provide support for
student reservists.
Minister Blackburn said, “Our government is ensuring the
brave men and women who serve our country as part of the Canadian
Reserve Forces are well supported when they go back to a regular
working life. This strategy, which will include the introduction
of legislation in the House of Commons when Parliament returns later
this month, will provide legal protection to some 2,000 reservists
and 12,000 student reservists.”
The key elements of the strategy are:
- Reservists will be entitled
to take leave for deployment from their jobs without pay.
- Changes
to the federal government’s employment policies will ensure
the same right to leave for deployed reservists who are public
servants.
- For
the purpose of Canada Student Loans Program, deployed reservists
attending a post-secondary institution full time will retain their
active student status
- Deployed reservists who have student loans
will not accrue interest on their loans and will not be required
to make payments while on leave.
Rick Norlock, Member of Parliament
for Northumberland Quinte West said, “This
new strategy will be of great interest for reservists serving with
the Hastings and Prince Edward Regiment and other reservists actively
participating in programs at CFB Trenton. Unlike the former government
we are now taking action on this issue because we believe our brave
reservists deployed abroad should not have to worry about their jobs
when they return home from a mission.”
