GM Announces Additional Production in Canada- Expansions in Ingersoll and Oshawa
March 31st, 2010- Northumberland-Quinte West - Gary Goodyear, Minister of State for Science and Technology has announced the beginning of a promising new future for GM in Oshawa and Ingersoll. Our government has made significant commitments to the auto sector in Canada, preserving our share of North American production with expansions now set for Oshawa and Ingersoll.
GM will be growing the auto industry in Canada; the addition of a third shift at the Oshawa assembly plant has recently been announced. A number of GM Oshawa employees, many living throughout Northumberland-Quinte West, will be brought back from layoff when the third shift is added in October. Approximately 600 employees are expected to return to work. At CAMI in Ingersoll all laid off employees are also expected to return by August, with an additional 70 jobs created to accommodate increased body shop volume generated by Oshawa production. Additionally, GM has committed to repay the balance of the UST and EDC loans by the end of June 2010, much earlier than expected.
"This government has recognized the value in supporting and preserving the North American production of our auto industry," said Rick Norlock. "With our support GM is beginning to emerge from this recession in a stronger position than ever, and as GM thrives in the Canadian economy jobs will be brought back to Northumberland-Quinte West, and communities throughout Canada."
"This is the latest in a series of very positive growth initiatives and new product mandates for our Canadian facilities," said Kevin Williams, president of GM Canada. "By the end of this year, we expect to recall all laid-off production employees in Oshawa to support the new Equinox, Regal, and Camaro convertible production planned there and, at CAMI, we will be hiring some new workers - truly great news for the employees, dealers, suppliers and communities affected."

Budget 2010: Leading the Way on Jobs and Growth
Ottawa ON. March 6th, 2009 - Yesterday, the Honourable James Flaherty delivered the Conservative Government's ambitious new federal budget with a focus on job creation, growth, and a disciplined long-term plan to balance our budget and support Canada's economic recovery.
"Our Government has presented a jobs and growth budget," said MP Rick Norlock. "We are completing Year Two of our Economic Action Plan to create and protect jobs now. We are also taking new, targeted measures to fuel jobs of the future. Our forward-looking action will secure Canada's economic growth for today and tomorrow.
The budget confirms $19 billion in new federal stimulus funding for year two of Canada's Economic Action Plan which will create and protect jobs throughout Ontario. Budget 2010 invests in a limited number of new, targeted initiatives; to build jobs and growth for the economy of tomorrow; to harness Canadian innovation; and to make Canada a destination of choice for new business investment. Finally, this budget outlines a three-point plan for returning to budget balance once the economy has recovered. This plan includes; ending temporary stimulus measures as promised; restraining growth in spending through targeted measures; and additional restraint through an in-depth review of administrative function and overhead costs.
Our Conservative Government has been clear that we will not raise taxes or reduce transfers to Provinces in the years ahead, like previous Government's have. Budget 2010 confirms our strong support for provinces. Total transfers to Ontario alone will hit $18.8 billion in 2010-11, an increase of $801 million from last year and $6.9 billion. The Conservative Government will increase key transfers like; $972 million through Equalization; $9.9 billion through the Canada Health Transfer, an increase of $243 million from last year; and $4.3 billion in social transfers, an increase of over $1.2 billion since 2005-2006 (33.6%). This long-term support helps ensure Ontario has the resources needed to provide essential public services including health care, post-secondary education and other social services.

Speech from the Throne March 3rd, 2010
Ottawa ON. March 4, 2009 - Her Excellency the Right Honourable Michaëlle Jean, Governor General of Canada, delivered the Government's Speech from the Throne yesterday. This Speech from the Throne opens the Third Session of Canada's 40th Parliament and outlines the broad agenda of the Government of Canada.
Under the leadership of Prime Minister Stephen Harper, the Government’s agenda remains focused on completing Canada’s Economic Action Plan, protecting incomes, creating jobs, easing credit markets, and helping workers and communities get back on their feet. The Government will continue to prioritize job creation and economic growth.
“Canada is ready to come out of this recession powered by one of the strongest economies of the industrialized world,” said Rick Norlock, MP. “A return to fiscal balance will be achieved by winding down stimulus spending and restraining federal program spending while protecting growth transfers that provide direct relief to Canadians through pensions, health care and education.”
Canadians have voiced their opinions, that the second year of Canada’s Economic Action Plan should be fully implemented, but that our Government should also focus on tomorrow’s challenges. Our Government recognizes that too many Canadians are still looking for work, and we will continue to work on job creation and job protection by helping Canadians entering today’s job market make the transition to the workforce. We will also remain focused on building the jobs and industries of the future, by investing in Canadians’ skills and education, keeping taxes low, opening markets to Canadian goods and services and creating the conditions for continued success of industries that are the foundation of Canada’s prosperity.
One aspect of economic growth and job creation is a need for greater competition. For innovation to thrive we need greater foreign investment in Canada. Canadian companies in other parts of the world are thriving on the ability to invest in other countries, and businesses should have the same option here. For consumers this will provide greater choice, lower prices and better quality telecom and satellite services- the very things that will propel our economy. Foreign takeovers will also be considered if the deal represents a net benefit to Canada, and if national security is not compromised.
This afternoon the Minister of Finance will present this year’s budget in the House of Commons. The focus of this Budget will be on Jobs and Growth and Deficit Reduction. The budget will focus on the implementation of the second year of Canada’s Economic Action Plan, while also beginning to look further down the road at tomorrow’s challenges.

The Government of Canada takes another important step in the Port Hope Area Initiative
PORT HOPE, Ontario, March 1, 2010 - On behalf of the Honourable Rona Ambrose, Minister of Public Works and Government Services Canada and the Honourable Christian Paradis, Minister of Natural Resources Canada, Rick Norlock, Member of Parliament for Northumberland-Quinte West, today announced an agreement valued at close to $21 million for the detailed design of a long-term management facility to contain historic low-level radioactive waste in Port Hope, Ontario. The contract was awarded to the joint venture of MMM Group Limited/Conestoga-Rovers and Associates Limited of Thornhill, Ontario.
In addition to the detailed design of the long-term waste management facility, the joint venture of MMM Group Limited/Conestoga-Rovers and Associates Limited will also design the associated supporting infrastructure and plan the remediation of numerous sites throughout the Municipality. This contract also includes the provision of building oversight services during the construction phase of the Port Hope Area Initiative. Design work will begin immediately and construction is expected to begin in 2011.
"By working collaboratively with Natural Resources Canada, Atomic Energy of Canada Limited and the community, we are moving ahead with the procurement phase in a fair and transparent manner," said Mr. Norlock. "Our goal is the cleanup and safe long-term management of historic low-level radioactive waste in the Port Hope area. This is an important step forward in our commitment to the people in the Port Hope community."
Work will be funded under the Port Hope Area Initiative, which includes remediation initiatives in the municipalities of Port Hope and Clarington. Natural Resources Canada (NRCan) is the federal department responsible for the Port Hope Area Initiative. Atomic Energy of Canada Limited has been designated by NRCan as the proponent and overall project manager, and Public Works and Government Services Canada serves as the lead department on all major contracts.
In 2001, the Government of Canada committed to implement locally developed solutions for the safe cleanup and long-term management of low-level radioactive waste in the municipalities of Port Hope and Clarington. The waste originated from a radium and uranium refinery that began operations in Port Hope in the 1930s.

Fairness for the Self-Employed To Take Effect
February 15th, 2010 - Earlier this month Minister of State for Small Business & Tourism Rob Moore announced on behalf of Minister Diane Finley that self-employed Canadians can now apply to receive Employment Insurance (EI) special benefits. These benefits will include rights to maternity, parental, sickness benefits, and on a voluntary basis; compassionate care benefits. This is another campaign commitment that our Conservative Government has kept.
"I am proud to be a part of a government that responds to the needs of Canadians," said Rick Norlock. "Small business owners, include farmers, home business owners and construction workers that have been hit hard during this recession, and are in need of the continued support of our Government."
Families are the foundation of our great country, and self-employed Canadians should not have to choose between family and business responsibilities. There are approximately 2.6 million self-employed Canadians who have long asked for this support. Extending access to special benefits is the fair and right thing to do. It is yet another way our government is supporting families and represents one of the most significant enhancements to the EI program in the last decade.
Self-employed Canadians can register for access to the EI program online as of January 31, and will be able to register in person at a Service Canada Centre beginning February 1. Those who choose to take advantage of EI special benefits will be required to register at least one year prior to claiming benefits. However, as a transitional measure in this first year, those who register on or before April 1, 2010, will be able to make a claim for benefits as early as January 1, 2011.

Government of Canada launches Canada Summer Jobs 2010 to help students and serve communities
Northumberland-Quinte West, ONTARIO, January 29th, 2010 -The Honourable Diane Finley, Minister of Human Resources and Skills Development, announced earlier this month, the launch of Canada Summer Jobs 2010, which supports work experiences for students and helps provide important community services.
"In light of recent economic events, it is more important than ever that youth are given the opportunity to develop the skills and experience they need to fully participate and succeed in today's job market," said Minister Finley. "Canada Summer Jobs is one of many initiatives our government offers to help students."
Funding will be offered to not-for-profit, public-sector and small private-sector employers to create high-quality summer job opportunities for young people 15 to 30 years old who are full-time students and intend to return to school in the next school year.
"Canada Summer Jobs plays a key role in meeting the needs of students, while supporting organizations that provide important services to our communities," said Minister Finley. "That is why, through Canada's Economic Action Plan, our government increased funding by $10 million in 2009 and is again providing an additional $10 million in 2010 for Canada Summer Jobs, to help create the best educated, most skilled and most flexible workforce in the world. Funding for Canada Summer Jobs largely supports work for students in not-for-profit organizations."
"For students wishing to work in Northumberland-Quinte West the Canada Summer Jobs Program will assist their ability to gain employment at home," said MP Rick Norlock. "Not only will we support students across the riding, but a variety of organizations, including the not-for-profit and volunteer sectors, which will benefit from the hard work of our local youth."
In 2009, the Government of Canada concluded agreements with approximately 22,000 organizations to support the creation of over 37,500 summer jobs for students.
The budget for Canada Summer Jobs in 2010-$97.5 million plus an additional $10 million from Canada's Economic Action Plan-will be allocated across the 308 federal constituencies.
Applications will be available on February 1, 2010, and must be submitted by February 26, 2010. Interested employers can apply online at www.servicecanada.gc.ca/csj2010, or at their local Service Canada Centre.

Government of Canada Supports Small Businesses in Northumberland County
Northumberland Ontario, January 20th, 2010 — today announced a Government of Canada investment in Northumberland Community Futures Development Corporation (Northumberland CFDC) to support small and medium-sized enterprises (SMEs) — key drivers of economic activity across Northumberland County.
The Northumberland CFDC, as one of 37 CFDCs of Southern Ontario, is a community based not for profit organization, run by a board of local volunteers and staffed by professionals encouraging entrepreneurship and the pursuit of economic opportunities in the community. The CFDC key mandates are to provide business advisory services, access to capital through repayable financing to small and medium enterprise and to assist in driving strategic community planning and socio economic development. The Northumberland CFDC today will receive $900,000 in support of its operations in delivering these mandates through September, 2012.
The Northumberland CFDC has been key in helping to drive local prosperity. Since inception as a CFDC in 2002 the organization, through its lending mandate, has created and sustained over 600 full and part-time local jobs. They have just completed the third year of consecutive lending growth, with total new loans for the three years of $2.63 million, more than doubling the prior three year period. In addition they have a solid track record of executing the Government of Canada Eastern Ontario Development Program (EODP) which has contributed significantly to building socio-economic capacity throughout Northumberland in partnership with the communities. The operational funding announced today will support the organization for the next three years as it continues to deliver on these important mandates.
“The growth and creation of jobs in Northumberland depends on the diversification of rural economies through technologically driven products, processes, and value added services, and will be imperative for our long term economic sustainability”, said Rick Norlock. “The Northumberland CFDC is an important partner in finding local solutions in these aims.”
Northumberland CFDC Board Chairman Brian Todd added, “We are pleased with our positive impact on job growth, sustainability and improved local capacity and thank the Government of Canada for the ongoing support to delivering the Community Futures program across Northumberland County.”

Canadian Government will match Earthquake Relief Donations to Haiti
Jan 18, 2010
In the aftermath of a recent, severe earthquake in Haiti, Canadians have shown deep concern for the impact to Haiti, and have contributed to a tremendous relief effort. Canada was one of the first countries on the ground after the earthquake. Since then we have been working around the clock to assess the situation and to do whatever we can to help the Haitian people.
The Canadian Forces DART team (Disaster Assistance Response Team) has been sent to Haiti. Canadian Forces aircraft are being dispatched daily to bring emergency supplies, personnel, and a search and rescue helicopter to assist with the relief effort. These same planes are also being used to bring Canadians home. To date almost 1000 people have been brought safely home.
An additional 1 000 troops will be deployed to Haiti, to provide stability, distribute aid and provide medical care. This will bring the number of Canadian personnel in Haiti to 2 000, with seven helicopters and two ships contributing to the rescue, recovery and reconstruction efforts in Haiti. A Canadian field hospital is now operating in Haiti also.
The Government is matching charitable Canadian donations for Haiti, dollar to dollar. The Prime Minister has personally encouraged Canadians to give generously, and so far over $30 million has been donated. This is additional to the $5 million preliminary contribution announced immediately following the earthquake. Please remember that cash donations are the fastest, most efficient way to help people living in a disaster zone. This allows relief agencies to purchase supplies quickly, based on the specific needs of the affected population.
In Port-au-Prince, the Canadian embassy continues to provide emergency support to Canadian citizens in need. There will also be expedited immigration procedures put in place for Haitians with family in Canada. On January 25th, Canada will host a meeting of foreign ministers and key multilateral players to begin laying the groundwork for the reconstruction of Haiti.
Further information on the Haiti Earthquake Relief Fund can be found here.
In order to avoid potential fraud, we urge all Canadians to ensure that their charity of choice is a registered charity. More information can be found here.
Further information on contributing the Government's response to the situation in Haiti can be found here.
Additional information on special immigration measures can be found here.

This enactment would designate the 23rd of September of every year as a “National Hunting, Trapping and Fishing Heritage Day”.
“This bill is very important to me, and I look forward to debating the positive impact of these activities in Canada. Hunting, trapping and fishing are a significant part of Canada's national heritage. This bill acknowledges the historical role that these activities had in the development of our nation and the enjoyment and participation of these traditional activities by millions of Canadians and the significant contribution that these activities make to the national economy”.
- Rick Norlock, MP Northumberland Quinte West
Today, the millions of Canadians that participate in and enjoy the many aspects of these activities also make significant contributions to wildlife and habitat conservation projects across Canada. Hunters, trappers and anglers are the stewards of our environment and recognize the need for conservation and restoration. Billions of dollars have been raised for conservation projects through the sale of tags, licenses, stamps, tourism, and many other programs. These funds help protect our wildlife and natural habitat, in addition to the countless hours spent by these Canadians volunteering in conservation efforts across Canada.
We would like to thank the following organizations and individuals for their continued support and efforts towards this bill:
Alberta Fish and Game Club Association, British Columbia Wild Life Federation, Delta Waterfowl Foundation, Friends of Fur, Canadian Outdoors Network, Ducks Unlimited Canada, Fur Institute of Canada, Hunting for Tomorrow Foundation, La Fédération Québécoise des Chasseurs et Pêcheurs, Ontario Federation of Anglers and Hunters, Outdoors Caucus, Prince Edward Island Wildlife Federation, Newfoundland and Labrador Wildlife Federation, Robert Sopuck, Saskatchewan Wildlife Federation, Wild Life Habitat Canada

Government of Canada Invests in Port Hope to Stimulate the Local Economy
Port Hope — January 4, 2010, Rick Norlock, MP for Northumberland Quinte West, announced today the Municipality of Port Hope Business Incubator project is moving forward thanks to an investment of $565 000 to stimulate the local economy under the Community Adjustment Fund (CAF) in Southern Ontario.
This investment will create immediate employment opportunities and will support local economies in the Municipality of Port Hope and surrounding communities. The Business Incubator is a private/public enterprise that will offer supportive and mentoring services to new business enterprises. The incubator space will offer lower than market lease rates, but will also encourage businesses to become independent within 3-5 years. The Business Incubator will also provide administration support, reception services and share other office equipment.
Mayor Linda Thompson stated “This project was identified as strategic to the growth and sustainability of our local economy, the CAF funding now enables the Municipality to proceed where it would not otherwise have been able to. We conservatively estimate the Business Incubator will create 50 new and sustainable jobs within the first three years of operations.”
Municipality of Port Hope Economic Development Officer Judy Selvig stated, “The funding was critical for the Business Incubator Project and will enable the Municipality to foster new sustainable business start ups through the development of flexible business space and support services.”
This project is part of the up to $102 million investment made through the Community Adjustment Fund for 2009-2010, announced on August 27 by the Honourable Gary Goodyear, newly appointed Minister of State for the Federal Economic Development Agency for Southern Ontario (FedDev Ontario). It is the government's intention to support a total of 90 projects in communities across Southern Ontario that are struggling with the effects of the global economic downturn.
Approved projects must meet the terms and conditions set out in their funding agreements. A complete list of approved projects in Southern Ontario will be made available online at www.ic.gc.ca/caf on September 10, 2009.
Applications for 2010-2011 CAF project funds will be accepted by FedDev Ontario later this year. A public announcement will be made once details are finalized.
CAF is just one in a series of initiatives introduced in the Government of Canada’s Economic Action Plan designed to address the short-term effects of the economic decline on communities across Canada, while preparing our communities for long-term growth. Today was a re-launch of an announcement made late last summer. The point of today's announcement was just to make note that the location of the Port Hope Business Incubator has changed, however all other details from the announcement made last year are the same.
