The Next Phase of Canada's Economic Action Plan

March 23, 2011 Northumberland-Quinte West - Conservative MP Rick Norlock is applauding the next phase of Canada's Economic Action Plan, saying it will have positive benefits for Ontario families, seniors and job-creating businesses.

"The Canadian economy remains fragile, but the delivery of this budget is a strong step in the right direction for your government," said Rick Norlock, MP for Northumberland-Quinte West. "Many strong initiatives are included within this budget and they reflect requests made during public consultations I held earlier this year. Relief for the constituents of Northumberland and Quinte West includes an impressive $20 million extension of the Eastern Ontario Development Program (EODP). While local opposition has resorted to fear mongering, your government maintains a focus on rural economies across Canada. Continuation of the EODP will specifically result in job growth across Northumberland-Quinte West. This is not the time for an unnecessary election but an opportunity for Canadians to work together and encourage the recovery of our economy."

Liberal leader Michael Ignatieff has been trying to force an election recently, arguing now is the time to increase taxes on Canadians - starting with a $6 billion tax hike on employers, likely followed by a GST hike and a new 'carbon tax' on household energy bills. "As we try to fully recover from the global recession, massive new Liberal tax hikes would stall Canada.s recovery, kill jobs, and increase the cost of living for families and seniors," said Rick Norlock.

The next phase of our Conservative Government.s Plan keeps taxes low to promote jobs and economic growth, while supporting Ontario families and seniors. It includes:

Supporting Job Creation: a new Hiring Credit for Small Business to support local job growth, supporting Ontario.s manufacturing sector by extending tax relief for investments in new equipment and machinery, an expanded work sharing program, and major new investments to help the agriculture, forestry and mining sectors grow.

Strengthening our Families and Communities: up to $5,000 grants for Ontario families to make their homes more energy efficient; up to $840 in new annual financial support for needy Ontario seniors; a new Family Caregivers Tax Credit, a new Children's Arts Tax Credit; loan forgiveness to attract doctors and nurses to rural Ontario; a new $3,000 volunteer firefighters. tax credit; and the waiving of license renewal fees for hunters and firearm owners.

Investing in the economy of tomorrow: increased support for research and technology, improved federal student loans program for Ontario students, and more.

Preserving Canada's Fiscal Advantage: keeping Canada on track for balanced budgets by eliminating ineffective spending; limiting spending growth; and closing unfair tax loopholes.

Ontario will also benefit from many initiatives, including: $50 million to support the Perimeter Institute for Theoretical Physics in Waterloo, $25 million to support Toronto's Harbourfront Centre, $20 million to extend the Eastern Ontario Development Program, $17 million to help fight the spread of Plum Pox Virus in fruit trees in the Niagara region, $5 million to improve the health of the Great Lakes, $4 million to support the Thunder Bay Regional Research Institute, a continued commitment to establish Peterborough-Toronto rail service, and more.

The next phase of the Plan also reinforces the Conservative Government's longstanding rejection of the former Liberal government.s legacy of balancing the federal budget on the backs of Ontario and other provinces through deep transfer cuts to health care and education.

Indeed, under the Conservative Government in 2011-12, Ontario will see record high major federal transfers totaling $17.7 billion - an increase of nearly $7 billion from the former Liberal government. What's more, Ontario will see growing transfer support for health care ($10.7 billion - a nearly 40% jump from the Liberals) and social services (over $4.5 billion - a 40% jump over the Liberals). The increased support will help hospitals, schools, and other critical services in the province.

"While the former Liberal government radically and recklessly slashed transfers to our home province, our Conservative Government continues to ensure Ontario has record support to provide the health care, education and other important services families depend on," confirmed Rick Norlock.

Success for Direct Democracy in Northumberland-Quinte West

March 18th, 2011, Northumberland-Quinte West - Rick Norlock continues to ensure direct democracy, and public engagement is maximized within Northumberland-Quinte West. This Wednesday March 16th, at 7pm over 12,000 calls were simultaneously made into the riding to create a 'Townhall' meeting over the telephone. While not all calls connected, more than 3,000 constituents participated in the call.

"I have campaigned on a promise to my constituents to maintain an open line of communication. The first Telephone Townhall is truly a success for direct democracy in Northumberland-Quinte West by including 3000 constituents," said Rick Norlock, MP for Northumberland-Quinte West. "While our system is not perfect, I remain determined to reach out to a broad range of local constituents to give me a strong voice in Ottawa. This is a level of outreach that takes some politicians weeks, and even months to reach, and I would like to thank everyone who participated."

The Telephone Townhall was the first in a direct democracy venture, and as such did not go off without a hitch. Some technical problems did arise, and due to the number of participants, many constituents were not able to ask Rick their questions. However, Rick Norlock's office is in the process of answering a voicemail service set up to take the overflow. Rick Norlock always welcomes constituents to contact his office with questions or concerns.

Growing Canada’s Economy; Investments in Research and Development

Northumberland-Quinte West, March 1st, 2011- The Federal Government highlighted the growth of Canadian jobs that have been created by this government’s investments into research and development.

While the economic recovery remains fragile, this government is focussed on job creation, and economic growth.  The economy continues to be your government’s top priority, and this government will continue to make important investments into research and development.

“The federal government is meeting the need for skilled and sustainable jobs by supporting an atmosphere for job creation,” said Rick Norlock.  “Investments in the development and research of leading-edge Canadian enterprise allow for job creation today, with great potential for future expansion into new and diverse fields.”

Through Canada’s Economic Action Plan, investments into research and development are leading to scientific breakthroughs, and entrepreneurs are turning these breakthroughs into commercial successes, jobs and growth across Canada.

This government will continue to invest in the people and ideas that are leading our economic recovery in the global economy.  Significant investments have been made to date in the following ways:

  • Provided $750 million for leading-edge research infrastructure through the Canada Foundation for Innovation.
  • Provided $50 million to the Institute for Quantum Computing in Waterloo, Ontario, to build a new world-class research facility.
  • Provided $110 million over three years to the Canadian Space Agency to support the development of advanced robotics and other space technologies.
  • Allocated $200 million over two years to the National Research Council’s Industrial Research Assistance Program to enable it to temporarily expand its initiatives for small and medium-sized businesses.
  • Delivering $222 million in funding over five years to strengthen world-leading research taking place at TRIUMF, Canada’s premier national laboratory for nuclear and particle physics research.
  • Increasing the combined annual budgets of the granting councils by an additional $32 million per year, plus an additional $8 million per year to the Indirect Costs of Research Program.
  • Providing Genome Canada with an additional $75 million for genomics research.
  • Providing $135 million over two years to the National Research Council of Canada’s regional innovation clusters program.
  • The Minister of State (Science and Technology) launched the Research and Development Review Panel, which will conduct a comprehensive review of all existing federal support for business research and development to look for ways to better support innovation.

Support for Health Care in Rural Canada

Northumberland-Quinte West, February 24th, 2011- Earlier today, Minister of Health, Leona Aglukkaq and MP Royal Galipeau made an announcement of funding for 100 new residency positions for doctors across rural Canada.  Many Canadians living in remote areas across this country continue to face challenges when accessing a family doctor, and too often, getting to see a family doctor can require hours of driving.
“Strengthening health care with more physicians for Canadians is a priority for the Harper Government," said Minister Aglukkaq. "We are working with the provinces and territories to introduce additional residencies with a particular focus on doctors for rural areas and family medicines."

“Access to a local family doctor is a necessity for the young families, retiree’s, and many more Canadians living in remote areas,” said Rick Norlock, MP for Northumberland-Quinte West.  “Living, and having raised a family, in rural Canada I am proud of our government’s commitment to the well-being of Canadians; by encouraging family practices to start up on the main streets of many remote Canadian towns and villages.”

Partnerships in Ontario, Newfoundland and Labrador, New Brunswick, Saskatchewan, Nunavut and British Columbia will benefit from funding which will support training for family medicine residents.  Funding, of up to $11 million in Ontario alone, will support nearly 60 additional third-year training positions in emergency medicine or enhanced skills (like obstetrics and mental health) over four years.

Economic Action Plan Continues to Create Jobs and Economic Growth for Canadians

Harper Government Celebrates Significant Progress Made on the Cobourg Multi-Use Community Centre

Cobourg, On. February 24, 2011 – Jobs and economic growth continue to be created by Canada’s Economic Action Plan announced Rick Norlock, MP for Northumberland-Quinte West.  Rick Norlock was in the Town of Cobourg today to tour the construction site and celebrate the significant progress made on the Cobourg Multi-Use Community Centre project.

“Our government’s top priority is the economy, which is why we are continuing to implement Canada’s Economic Action Plan,” said MP Rick Norlock. “These upgrades to the Cobourg Multi-Use Community Centre have created local jobs and economic growth, and will improve the lives residents in the area so that Canadian families continue to prosper for years to come.”

The Cobourg Multi-Use Community Centre will accommodate cultural and artistic as well as business and fitness venues, bringing the community together in one state of the art facility.

The Harper government is committed to stimulating the economy through the creation of jobs. Canada’s Economic Action Plan continues to create jobs and economic growth with more than 26,000 job-creating projects underway or completed from coast to coast to coast.

The results are clear: Since July 2009 Canada’s economy has created over 460,000 new jobs and the economy has grown for five straight quarters. 

“The economic recovery is still fragile,” said MP Rick Norlock.  “That is why we must stay on track and continue to focus on the economy.”

 Canada’s Economic Action Plan provides close to $16 billion to modernize a broad range of infrastructure including roads, bridges, public transit, parks and water treatment facilities, and to support home ownership, help stimulate the housing sector and improve housing across Canada.

Government Of Canada Announces Five New Support Centres For Military Personnel And Their Families

February 18, 2011, TRENTON, Ont. – The Honourable Peter MacKay, Minister of National Defence, today announced the establishment of five new Integrated Personnel Support Centres (IPSCs) dedicated to the care of ill and injured Canadian Forces (CF) personnel, and the wider Canadian Forces family.

"Since our Government announced its creation, the Joint Personnel Support Unit has become an essential tool for ill and injured CF personnel and their families on their way to recovery," said Minister MacKay. "This announcement, combined with our recently announced "Legacy of Care‟ programme is helping to deliver a real and tangible difference to the quality of life of our men and women in uniform."

"Today, Minister for National Defence, Peter MacKay has brought good news to military families at CFB Trenton. I am proud to be a part of a government that continues to show our commitment to Canadian forces personnel and their families," said Rick Norlock, MP for Northumberland-Quinte West. "With the establishment of the new Integrated Personnel Support Centre, incorporated with the Military Family Resource Centre, CF personnel, and their families, will now have access to permanent and community based services for their care."

These new support centres will be added to the 19 IPSCs already operating under the national Joint Personnel Support Unit, which was launched in March 2009 by Minister MacKay.

The new IPSCs will be located as follows:

  • Comox, B.C.;
  • Cold Lake, Alta.;
  • Borden, Ont.;
  • Trenton, Ont.; and
  • Bagotville, Qué.

A satellite unit will also be established in Moose Jaw, Sask. The IPSCs provide a range of specific services, including community outreach; working with families of the injured or fallen; services to help ill or injured members return to work; financial planning services; adapted fitness services for those with special needs; liaison with Military Family

Resource Centres‟ local base support representatives and local unit Commanding Officers; and Veteran‟s Affairs Canada client and transition services.

The Government of Canada continues to listen to the concerns of ill and injured Canadian Forces personnel, veterans, and their families. This announcement is a continuation of the Government‟s action to improve the care and support of our troops, veterans and the wider Canadian Forces family.

Agriculture Minister Ritz sits down with Farmers in Northumberland-Quinte West

Cobourg, ON February 14th, 2011 - This Saturday, Agriculture Minister Gerry Ritz sat down with farmers from Northumberland and Quinte West to listen to their suggestions for improvements to agriculture policies and to let them know about programs the Government of Canada will deliver for farm families. Member of Parliament Rick Norlock hosted the roundtable discussion with the assistance of Trissia McAllister from Northumberland County, with meeting space provided by Northumberland County.

"Our Government knows that farmers are the backbone of Canada's economy," said Minister Ritz. "That's why this Government has made agriculture a key priority in the Economic Action Plan. We're listening to farmers and producers to make sure that our programs are working for them."

"Thank you to the participants who shared a wealth of information across the industry with our government this weekend. Challenges faced in the dairy sector will be met with our continued promotion of Canadian dairy to new international markets. Your government will look for solutions to improve conditions for red meat producers who need stabilization, and for the grains and oilseed producers who must assume great responsibility for risk management. Support for market gardeners, who promote local tourism as well as public awareness for food creation, must also continue. Farm land should remain farm land and this government will listen to provide the support our farmers need," Rick Norlock, MP for Northumberland-Quinte West.

Minister Ritz used the opportunity to highlight key priorities in Canada's Economic Action Plan that are designed to help farmers succeed during this time of economic instability. They include:

  • Reopened and expanded access for Canadian cattle, beef, beef products and/or bovine genetics in China, Hong Kong, Colombia, Jordan, Saudi Arabia, Russia, Panama and Singapore.
  • Reopened and expanded access for Canadian pork and/or swine in China, Malaysia, Mongolia, Russia, South Korea, the Philippines, Ukraine, Armenia, Moldova, Albania, Azerbaijan, Brunei, Croatia, Indonesia, Jordan and Thailand.
  • Free Trade Agreements signed or concluded with: European Free Trade Association (Switzerland / Liechtenstein / Iceland / Norway), Panama, Peru, Colombia and Jordan.
  • Ontario will benefit from nine national industry projects totalling $28 million under the Agricultural Flexibility Fund, a five-year, $500-million fund.
  • Agreements were signed with five Ontario agri-processors under an AgriProcessing Initiative (part of AgriFlexibility) for assistance totalling $2.98 million.
  • $1.15 million under the Modernizing Federal Laboratories program for the laboratory at AAFC's Guelph Food Research Centre to improve safety of the food system.
  • Since the Canadian Agricultural Loans Act (CALA) received Royal Assent, 121 loans worth almost $11.3 million have been issued to Ontario farmers.
  • Ontario farmers will benefit from a national $20 million for a Livestock Auction Traceability Initiative (Part of AgriFlexibility), and;
  • Tax relief for farm families.

Since the current suite of BRM programs was launched in 2007, Ontario producers have benefited with over $1 billion in federal/provincial support.

  • Through the AgriStability program which provides support for large farm income losses, Ontario producers have received over $519 million in support.
  • Through the AgriInvest program and the federal Kickstart program, close to $209 million in government contributions have been made to Ontario producers to help them deal with income losses or make investment in their business.
  • With AgriInsurance, Governments have invested close to $337 million in Ontario which together with the producers' share of premiums, helps to stabilize producer incomes by minimizing the economic effects of production losses caused by natural hazards.

This roundtable was part of ongoing consultations with farmers and agricultural stakeholders.

Public Consultations in Northumberland-Quinte West for Canada's Economic Action Plan 2011

Northumberland-Quinte West, February 3rd, 2011 - This January 26th-28th, 2011, Rick Norlock, MP for Northumberland-Quinte West held three public consultations in Cobourg, Campbellford and Quinte West for Canada's Economic Action Plan 2011. The following report was created from the verbal and written submissions received at this time, from a variety of economic drivers, including; agriculture, small and medium sized enterprises, Municipal representatives, Chamber of Commerce members, manufacturing representatives, business improvement agencies, and economic development agencies throughout Northumberland and Quinte West.

1. Cost-neutral or non-spending stimulus the federal government can offer to create jobs and promote economic growth?

  • Stop exporting and bring home jobs to Canadian businesses, for example positions in call centre's, but stimulate domestic loyalty without affecting free trade agreements;
  • Business Risk Management Program (RMP) in agriculture both for grain farmers and the cattle industry. This would maintain a basic value for products despite volatile markets, allowing farmers to reinvest in their local community stimulating great economic growth;
  • Improve trade agreements with the European Union that would promote toleration of GMO's in food products;
  • Increase funding for Agrinomic research and pest management to give Canadian farmers a global edge and to stimulate the economy.
  • Federal and municipal level partnerships provide a great stimulus to the local economy while assisting with strategic local improvements resulting in infrastructure upgrades, the promotion of social welfare, while generating tourism;
  • It is better for businesses and municipalities alike to have small and consistent funding rather than large and inconsistent sums; for example the permanency of the federal gas tax has been an advantage for Municipalities;
  • Larger urban voices challenge the needs of rural communities; therefore there is merit in adjusting government policy to allow investments on a regional basis. Policies should identify specific regions and targets, for example Waterloo as a technology sector.
  • Continue all initiatives to eliminate red tape, and continue to cut corporate taxes, this will ensure economic stimulation;
  • Maintain Intellectual and Property Right, and Copyright Acts; this protects and promotes Canadian investments in research and development;
  • Improve the communication between government and the public, spending money on the delivery of services can be as important as those services.

2. Are proposed timelines (2015-2016) for balanced budgets suitable?

  • The speed with which we pay off the deficit should be contingent on our economic recovery;
  • Shortening timeline could cause further damage, while recovery remains tenuous it is necessary to continue to stimulate the recovery;
  • Reduce government spending in balance with reducing tax rates, government regulation, and controlling inflation. This will promote the success of small and medium sized business;
  • Focus on growing tax contributors rather than increasing taxes and stressing businesses.

3. What particular areas could the government focus on to make spending more efficient or effective?

  • Continue to examine processes and procedures to emphasize 'Lean Management' principles, cutting the waste in government spending;
  • The Community Future's Development Corporation (CFDC) and Trenval have the ability to speak on behalf of local and rural economic interests; they have created a supportive network promoting local initiatives and the economy, and they should continue to be supported.
  • Accountability and transparency in the delivery of funding is critical;
  • Improve the delivery of funding by giving businesses more time to prepare applications for stimulus funding, to access and spend funding dollars;
  • Stimulus programs that are based on reimbursing money should return funds to small businesses as soon as possible.

4. Long and short term priorities Canada should focus on to encourage private sector growth and leadership?

  • Advance progress toward green society by controlling global warming and environmental degradation;
  • Trent Severn Waterway could be used more effectively to grow local jobs, it is a site of unbelievable national heritage and economic opportunity;
  • EODP funding is imperative for community and economic development, it is the vehicle for the CFDC's and Trenval, there is no question EODP enables the local community by being in touch with local needs; in the 'Year of the Entrepreneur', this is funding has become more meaningful and necessary. It requires 3-5 years for businesses to start, EODP provides a necessary means for stable funding, as it would not start and stop around a change in government.
  • Federal Government should consider funding a program that would fund 'half an employee' for small businesses who could match funding;
  • Need for consistency in fuel prices because it is a necessary commodity for a variety of businesses. One price should be set annually, on the July 1st, (so as to not affect home heating costs, allowing people to budget accordingly).
  • Importance of agriculture, food and water, investments will become more apparent. Long term investments in food producers and food processing will become critical; our aging demographic means we need to reach out to, and include new Canadians and encourage their involvement in agriculture.
  • Focus on initiatives that will increase Canada's ability to compete globally; considerations for how we can service the world, and how the government can help business connect locally but be supported globally. Support is needed for Canadians who respond to global challenges.
  • Emphasis on improvements to education, a federal poverty reduction plan with an emphasis on literacy training is important to help keep people competitive;
  • Continue to strengthen Canada's banking system to ensure stability;
  • Consider the impact the strength of the Canadian dollar has on small businesses;
  • Partnering with pre-existing organizations to deliver program funding to local businesses cuts cost for the government and supports organizations that are operating successfully. For example, local Chambers of Commerce and groups like the Manufacturing Resource Centre in Quinte West are strategically placed to meet local needs.
  • Continue to manage CPP/EI programs so they will be healthy for future generations. In the case of EI reduce any duplication between this and provincial programs.
  • Much more emphasis is needed on building apprenticeship programs and partnerships with colleges and universities to keep graduates employed locally.

MP Rick Norlock Speaks out in Support of Port Hope

February 1st, 2011- Ottawa, ON. – During Question Period in the House of Commons today, Rick Norlock, Member of Parliament for Northumberland-Quinte West, responded to a news conference Helen Caldicott held earlier this afternoon in Ottawa. Rick Norlock MP was not invited to attend this conference.

"Last November an academic from Australia came to Port Hope to conduct a drive-by smear of our community. She raised irrational fears and incredibly, suggested everybody pack up and leave town. Her comments have attempted to undo all of the good work of local officials to show that Port Hope is a safe, thriving and proud community. Everyone knows that Health Canada has conducted eight health studies in Port Hope in the past twenty years. Northumberland-Quinte West Pre-Budget Consultations

Northumberland- Quinte West, January 11th, 2011 - As the government prepares for its sixth budget it is my pleasure to extend an open invitation to all constituents of the Northumberland-Quinte West community, to a series of public consultations to be held throughout the riding.

Our Economic Action Plan is helping Canada through the worst economic recession since the 1930's and our recovery remains fragile. Our focus continues to be on job creation and economic recovery, as well as Canada's plan to return to a balanced budget. Considering these commitments unnecessary spending must be avoided, in favor of requests for cost-neutral or non-spending steps. Questions for consideration include:

Prime Minister Stephen Harper Announces Awards Program to Recognize Canadian Volunteers

Northumberland-Quinte West, January 18th 2010 - Earlier this month Prime Minister Stephen Harper announced a new program that will recognize the outstanding efforts and achievements of volunteers across Canada. Recipients will be awarded in consideration of their unique volunteer efforts within their organizations or communities.

"Our Government is proud of the millions of volunteers and other everyday Canadians who generously give their time, experience and expertise to make their communities stronger," said Prime Minister Harper. "These awards will celebrate their enormous contributions and we hope it encourages others to participate and make a difference in their own communities."

"It is important to recognize the exceptional, yet often overlooked volunteerism of everyday Canadians," said Rick Norlock, MP for Northumberland-Quinte West. "I am proud to see that our government is delivering on a promise to recognize citizens who have, and continue, to selflessly give back to Canadian society."

Nominations for 17 Canadians will be awarded each year, and of these, two recipients will recognize contributions made on a national scale. Fifteen regional volunteers will also be awarded; nominee's can include business leaders as well as individuals from the not-for-profit sector.

A $5,000 grant will be donated to the not-for-profit organization of the winner's choice for all regional beneficiaries. National award recipients will receive $10, 000 to the organization of their choice. In April 2011, during National Volunteer Week, nominations are expected to commence. All 17 recipients will be announced before the year's end.

Federal Government Highlights of 2010 for Northumberland and Quinte West

Jobs, the Economy, and Canada on the World Stage:
Nearly 430, 000 new jobs have been created throughout Canada since July 2009, and funding has been provided to 23, 000 community projects across the country. According to the most recent Economic and Fiscal Update, the federal deficit will be lower this year than previously reported, putting Canada on track to a balanced budget by 2015. Canada has been recognized by the International Monetary Fund (IMF), the Organisation for Economic Co-operation and Development (OECD) and the World Economic Forum as a leader in economic growth, fiscal management, and sound banking regulations. While recovery remains fragile, your government will continue with the Economic Action Plan to create jobs and to keep taxes low for hard working Canadians. By winding down the stimulus funding and restraining government spending while our economy improves, this government is taking action to return to balanced budgets and to ensure that taxes remain low. Canada is getting through the economic downturn, and leading the economic recovery.

Recent improvements to the Canada Child Tax Benefit and the Universal Child Care Benefit will assist single parent families during these tough economic times. Your government has also reduced the employment insurance (EI) premium for 2011, saving employees and employers more of their hard earned money. We have strengthened the working income tax benefit (WITB) allowing RRSP proceeds to be transferred to Registered Disability Savings Plan on a tax-deferred basis. New laws, protecting Canadian credit card users, will be brought into effect, including rules like disclosing interest rate increases prior to their taking effect.

Most importantly, there have been no cutbacks or downloading of responsibilities to Provincial Governments as seen during previous economic downturns. In fact, increased transfer payments have greatly benefited the Province of Ontario. The Canada Health Transfer has increased from just over 9 billion in 2009-2010 to just over $10 billion in 2010-2011, and is set to increase again in 2011-2012 to over $10.5 billion. Similarly, the Canada Social Transfer will increase steadily reaching nearly $4.5 billion in 2011-2012. Equalization payments will vastly grow reaching $2.35 billion by 2011-2012. These increases go a long way to support our local hospitals, college's universities, and social programs.

As a result of Canada's leadership in the G8 G20, we are delivering on the Muskoka Initiative committing $2.85 billion over five years to promote maternal, newborn and child health around the world. I am proud that our Prime Minister, Stephen Harper, was asked by UN Secretary General Ban Ki-moon to co-chair the UN Commission on Information and Accountability for Women and Children's Health. Canada will continue to lead the commitment to reduce mortality rates of women and children in the third world.

Developments in the Riding (Infrastructure and Social Services):
During our summer break I was able to spend time in each of our many communities assisting constituents from Tucker's Corners to Garden Hill and many places in between, with our mobile constituency office. Passport clinics continue to be popular throughout the riding and I will host more of these events in the New Year. Not only are these great opportunities to provide direct assistance, but also to hear from each of you about what your expectations and opinions are on government policy.
Over the past several years we have increased transfers for skills development training in the Province of Ontario. These training dollars are received through the Canada - Ontario Labour Market Agreement, from 2009-2011 Ontario will receive 196 million.

Increased health and social funding has provided for the development of programs affecting mental health, education and training. One example of this is the 'Skills Link' program, with the Community Training and Development Centre, which received over $185, 000 to help Northumberland youth who face employment barriers or difficulty accessing the local labor market developing the skills, knowledge and work experience to participate and succeed in today's job market, other similar projects have been funded and more information is available at my office.

Developments continue at CFB Trenton and heavy investments continue to be made. For 2009-2010, CFB Trenton received approximately $170 million while the 2010-2011 budget is $174 million.

Budget 2008 introduced a permanent Gas Tax Fund across Canada. Municipalities can rely on this funding for their own environmentally sustainable infrastructure. In 2009-2010 Northumberland communities received over $1.4 million, Northumberland County and Quinte West received just over 2.5 million each.
Northumberland Community Futures Development Corporation (CFDC), a not for profit organization supporting community based projects, received a further investment of over $600, 000, almost double its annual allotment. It is expected funding will impact 160 additional local jobs. Federal funding to the CFDC ensures the local economy strengthens through diversification, while keeping families employed in their home communities.

Crime Legislation:
Your government will continue to focus on strong and effective crime policies. Recently we have introduced Bill C-54: Protecting Children from Sexual Predators Act, to help keep our communities safer by strengthening laws in order to protect our children from adult sexual predators. Also re-introduced legislation, Bill C-48, will end sentence discounts for multiple murders, increasing fairness to victims.

Agriculture and the Environment:
Investments into the 'Emerging Environment Market Opportunities' initiative will support producers who want to generate farm revenue, while reducing greenhouse gas and their environmental footprints. A good example of this is the Havelock plant, Kawartha Ethanol Inc. which is positioned to generate 80 million litres of ethanol annually and is supported by the federal 'Biofuels Opportunities for Producers Initiative'. Investments in Canada's biofuel industry will position our country as a leader in clean energy. Your Government will also open a new Dairy Complex at the Agriculture and Agri-Food Canada Research Centre to ensure Canada is on the leading edge of farm technology. Finally, in our trade market negotiations we have opened up new markets for our hog and beef industry.

Government of Canada supports seniors in Quinte West

Quinte West, ON, January 8th, 2011 - Seniors living in Quinte West can anticipate new opportunities to participate in and contribute to their communities thanks to Government of Canada funding for a new local project.

Rick Norlock, Member of Parliament for Northumberland-Quinte West, made the announcement today on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development, and the Honourable Julian Fantino, Minister of State (Seniors).

"The Government of Canada is committed to improving the lives of seniors, and is proud to support local organizations with the same goal," said Rick Norlock, MP. "Projects, like Seniors-Like a Fine Wine encourage seniors to contribute their artistic skills and knowledge for the benefit of the community. Together we can celebrate the many accomplishments of our seniors, and the experience they bring to our community."

"Today's seniors know the importance of being active and staying involved in their communities," said Minister Finley. "The New Horizons for Seniors Program is just one example of how we are helping seniors make a positive difference in their own lives and in those of the people around them."

Lesley Bonisteel, of the Old Church Theatre commented that, "We are overjoyed to receive this funding. We have a great enthusiasm for the project and it is shared by all those involved. The Old Church Theatre is a venue which first and foremost enshrines the art of storytelling. Our seniors carry anecdotes of the past which reflect a rich and interesting way of life. If these stories are not told and recorded, they will be lost forever. This documentary film grant will ensure that the final product will be of the highest quality and that many stories will be told and recorded for future generations."

Rick Norlock, MP made the announcement at the Old Church Theatre in Quinte West, which received $18, 600 in funding for its project entitled Senior-Like a Fine Wine. The project will allow seniors to create and compose a film of their life stories for the community contributing their skills, experience and wisdom and reinforcing the positive aspects of aging and volunteerism.

This is one of a number of projects that has received funding through the Community Participation and Leadership component of the New Horizons for Seniors Program.
These projects encourage seniors to continue to play an important role in their
communities by helping those in need, providing leadership, and sharing their knowledge and skills with others.

Through Budget 2010, the Government invested an additional $5 million per year in the Program, bringing this year's funding to $40 million. This additional funding will support projects that encourage seniors to volunteer and mentor other generations, as well as initiatives that aim to increase awareness of financial abuse.

The New Horizons for Seniors Program helps to ensure that seniors are able to benefit from and contribute to the quality of life in their communities through their social participation and active living. Since its beginning, the Program has funded over 7 000 projects in hundreds of communities across Canada. Last year alone, more than 100 000 seniors in over 500 communities throughout the country were involved in projects funded by the Program.

Job Growth Continues Across Canada

January 7th, 2011, Northumberland-Quinte West - Canada's unemployment rate is at a record low 7.6 per cent, the lowest rate since January 2009, while 22, 000 new jobs have been created across Canada in December 2010, as reported today by Statistics Canada. Full-time jobs in the private sector are the sole contribution to the increase in Canada's job growth, with particularly strong gains made in the manufacturing sector.

"Figures announced today are the latest demonstration that Canada's Economic Action Plan is working. While recovery remains fragile, your government will continue to focus on job growth and the economy in the New Year," said Rick Norlock, MP. "Working together we will continue to implement a job-creating, low-tax plan. Canada's EAP will continue to bring results, while the Coalition opposition would rather hike taxes on job creators- halting our recovery and killing nearly 400, 000 jobs."

Since July 2009 over 460, 000 new jobs have been created across Canada. This means that our economy has grown for the past five straight quarters and has recovered more jobs than were lost during the global recession. As expressed in the National Post, "it should perhaps come as no surprise that an Abacus Data poll this week found Canadians associate the Conservatives with economic recovery and low taxes and the Liberals with weak leadership and internal divisions."

The Government of Canada creates thousands of jobs for young Canadians

Increased support for Canada Summer Jobs strengthens local economic recovery

OTTAWA, ONTARIO, January 5th, 2010 - The Government of Canada announced today a significant investment in the Canada Summer Jobs program that will create more job opportunities for students. This commitment will also support important community services and strengthen the economy. The Honourable Diane Finley, Minister of Human Resources and Skills Development, made the announcement today to launch this year's program.

"The economy remains our government's top priority," said Minister Finley. "That's why we are creating thousands of new jobs for young Canadians, so they can find employment and gain the skills and experience they need to succeed. Our government's investment in the Canada Summer Jobs program will create as many as 3 500 additional jobs for students next summer, strengthening the local economies of communities right across Canada."

"Our government continues to stimulate the local economy by assisting in creating and maintaining quality summer job opportunities throughout Northumberland and Quinte West," said Rick Norlock, MP for Northumberland-Quinte West. "Projects that are eligible for funding will not only provide students with valuable work experience, but will also benefit local organizations and small businesses."

Funding will be available to not-for-profit organizations, public-sector employers and small businesses to create high-quality summer job opportunities for young people aged 15 to 30 years who are full-time students and intend to return to school in the next school year.

"Under the leadership of Prime Minister Harper, our government will continue to deliver the stability needed to support and protect the economic well-being and financial security of Canadian workers and businesses," added Minister Finley.

The total budget for Canada Summer Jobs will be distributed across the 308 federal constituencies, with Members of Parliament consulted and encouraged to provide input to determine specific priorities in their communities.

The Economic Action Plan is supporting Canada's economic recovery. Since July of last year, Canada has created over 441 000 new jobs; however, the global recovery is still fragile. That's why jobs and the economy remain the Government of Canada's top priority as it continues to implement its job-creating, low-tax plan.

Applications will be available on February 1, 2011 and must be submitted by February 28, 2011. Interested employers can apply online at www.servicecanada.gc.ca/csj2011 or at their local Service Canada Centre.

Canada Summer Jobs is an important part of the Government's long-term Youth Employment Strategy, which helps young people get the tools, skills and work experience they need to make a successful transition to the workplace.
