NORTHUMBERLAND QUINTE WEST TO RECEIVE FUNDING FOR RECREATIONAL UPGRADES

The County of Northumberland will benefit from joint federal and provincial funding to improve community recreational infrastructure, announced today under the Recreational Infrastructure Canada program in Ontario (RInC Ontario) and Recreation Ontario (Ontario REC).

Quinte West will benefit from a joint federal and provincial investment of $119,318 to make facility improvements to the Trenton Curling Club, under the Recreational Infrastructure Canada program in Ontario (RInC Ontario) and Recreation Ontario (Ontario REC).
These projects will provide stimulus to the local economy through investments that will spur construction activity related to recreational infrastructure.
Improving recreational facilities and services will also encourage higher levels of participation in physical activity and community building.
MP Rick Norlock was pleased to announce these projects today.
"In budget 2009, the federal government recognized the need to assist municipalities and non-profit organizations in providing much needed funds for recreational infrastructure, which is why we created this program," said Northumberland Quinte West M.P. Rick Norlock. "With the partnership of the province of Ontario, recreation facilities such as arenas, ball diamonds, tennis courts and skateboard parks will now be improved, which will ensure further use for years to come.
This initiative will no doubt see participation and exercise thrive, which in turn promotes wellness and may help alleviate any future burden on our health care system."

These projects are ten of 758 projects announced today by Minister of State (Science and Technology) Gary Goodyear, on behalf of the Honourable Tony Clement, Minister of Industry, and Ontario Minister of Agriculture, Food and Rural Affairs Leona Dombrowsky, on behalf of George Smitherman, Ontario Minister of Energy and Infrastructure, worth a total joint federal and provincial investment of more than $380 million.
Approved projects were selected on the basis of merit and construction readiness.

This project will support a healthier environment and create local jobs.

The governments of Canada and Ontario will each invest up to $1,666,666.68 in the project. The City of Quinte West will contribute the balance of the total eligible project cost of up to $5,000,000.

The governments of Canada and Ontario have taken steps to get shovels in the ground and to flow money faster for targeted infrastructure projects starting in the 2009 construction season.

Government of Canada helps students find summer employment
Ottawa, On, June 2, 2009 - Rick Norlock, Member of Parliament for Northumberland Quinte West, today congratulated all organizations and students in his constituency that will benefit from this year's federal Canada Summer Jobs program.
Approximately 74 organizations in the constituency will be able to create about 120 summer job opportunities for students, thanks to an investment of $304,000 by the Government of Canada.
"I am very pleased that students in our community will be able to benefit from quality summer job opportunities right here in Northumberland Quinte West," said Norlock. "These projects, while providing students with work experience, will also benefit local organizations and small businesses."
Canada Summer Jobs is a Government of Canada initiative that supports work experiences for students while also helping organizations that provide important community services.
It encourages not-for-profit organizations, public sector employers and small businesses with 50 or fewer employees to create jobs that not only meet their needs, but also benefit students looking to gain work experience.
"In light of the current economy, it is more important than ever that we help our students," added Norlock. "This means creating more jobs that prepare them for the workforce through experience and learning opportunities across the country."
Canada's Economic Action Plan contains increased funding of $20 million for Canada Summer Jobs to help Canadian students acquire skills and work experience. With the additional funding, the Government of Canada will now make $107.5 million available annually through Canada Summer Jobs for the next two years.
About 300 Service Canada Centres for Youth are also helping both students and employers. Located in communities across Canada, these centres are generally open to the public from May to August. They provide a variety of services, free of charge, to help employers advertising summer work opportunities and youth looking and applying for jobs in their communities.

Canada Remembers D-Day

Ottawa, ON - As the sun rose over the beaches of Normandy 65 years ago, Canadian Forces from land, air and sea came together on D-Day in the pursuit of freedom. By the time the sun set that day, the Canadians had progressed farther than any other Allied troops.
The Canadian triumph at D-Day and the Battle of Normandy was not without sacrifice. Of the more than 90,000 Canadians who served in the Battle of Normandy, more than 5,000 would lay down their lives defending the values of freedom, democracy and the rule of law that we cherish today.
Canada remembers June 6, 1944. Across Canada and at Juno Beach in France, Canadians will join together to salute our Veterans of D-Day and the Battle of Normandy whose contributions and sacrifices led to the end of the Second World War.

Rick Norlock Founding Member of Federal Government's new Law Enforcement Caucus
Ottawa - May 21, 2009 Today Shelly Glover, Member of Parliament for Saint Boniface, announced the creation of the Conservative Law Enforcement Officers Caucus. Ms. Glover was unanimously elected the body's first chair at its founding meeting on May 5th, 2009.
The role of this partnership between four Members of Parliament is to serve as a resource, liaison and voice from the law enforcement community within the Conservative Caucus. The Conservative caucus of the 40th Parliament is unique among federal parties in having multiple elected members who spent their prior careers as police or law enforcement officers.
"I am pleased to contribute to this caucus and the government, the experiences that I gained over 30 years as an Ontario Provincial Police Officer," said Norlock. "Our party is unique in that we have many members who have in previous careers been law enforcement officers and I believe that experience brings great strength to debate over crime bills and other legislation of that nature."

Shelly Glover is the first policewoman ever elected to Parliament, and served as a member of the Winnipeg Police Service for almost 19 years. Rob Clarke is an 18 year veteran of the Royal Canadian Mounted Police, and has extensive policing experience pertaining to First Nations communities. Rob had attained the rank of Sergeant within the force and was the member in charge at his last two postings. He has been recognized during his policing career, having received the Saskatchewan Council of Senior Federal Officials Volunteer of the Year Award in 2001, the Commanding Officer's Certificate of Appreciation Award, and the Queen's Golden Jubilee Commendation Medal. M.P. Rick Norlock offers "one stop shopping" at Passport Clinic

Cobourg, On - Northumberland Quinte West Member of Parliament Rick Norlock will be hosting a passport clinic on Saturday May 30 at the Northumberland Mall in Cobourg. "To enter the United States beginning on June 1, Canadians will require a valid passport. Our clinics are a great way for people to apply for their passports and receive assistance from my trained staff in filling out the paper work," said Norlock. "The clinic on Saturday will offer one stop shopping, in that we will have on hand a photographer to take required passports pictures."
Saturday's clinic will be located in the vacant store beside Northern Reflections in the Cobourg Mall. Hours of operation are 9:00 a.m. to 12:00 p.m. The cost of photos will be $15.00. The cost of passports are $87.00 for adults, $37.00 for children ages 3-15, $22.00 for children under three years of age. If an adult's passport has been expired for less than one year, then the individual is eligible for the simplified passport renewal. Government of Canada Works with Ontario to Help Prevent Illicit Drug Use Among Province's Youth

COBOURG - The Government of Canada is supporting a project under the Drug Strategy Community Initiatives Fund that will help prevent Ontario youth from using illicit drugs. Rick Norlock, Member of Parliament for Northumberland-Quinte West, made the announcement today on behalf of Leona Aglukkaq, Minister of Health.

"The Government of Canada is taking concrete steps to help prevent young people from taking drugs," said Minister Aglukkaq. "This project will provide communities in Ontario with the tools they need to educate youth about the negative consequences of illicit drugs."
The Resiliency Project will help the Haliburton, Kawartha, Pine Ridge District Health Unit and its partners develop, implement and promote activities aimed at preventing drug use among youth in the community.

"Raising awareness about substance abuse will help equip youth to make informed decisions about their futures," said Mr. Norlock. "I look forward to seeing the benefits of The Resiliency Project in the months and years ahead."
Initiatives such as this one are another step in implementing the Government of Canada's National Anti-Drug Strategy, which was announced by Prime Minister Stephen Harper in October 2007.
The federal Drug Strategy Community Initiatives Fund provides financial support for health promotion and prevention projects at the national, provincial and local levels. It addresses a wide range of illicit drug use issues, especially among vulnerable populations such as youth.

GOVERNMENT OF CANADA INVESTS IN GRADE CROSSING IMPROVEMENTS IN THE CITY OF QUINTE WEST

Quinte West - Rick Norlock, Member of Parliament for Northumberland-Quinte West today announced that the Government of Canada will work to improve safety at one railway crossing(s) in Northumberland-Quinte West.
"Upgrades at level rail crossings are an important part in ensuring the safety of both road and rail users," said Norlock. "These improvements will make these intersections safer throughout the Province of Ontario."
Rail safety in Canada will additionally benefit from the Government of Canada's 2009 Economic Action Plan, which is accelerating and expanding recent historic federal investment in infrastructure with almost $12 billion in new infrastructure stimulus funding over two years. This includes $28 million over five years to enhance the GCIP, which will help save lives by improving safety at public grade crossings across Canada.
Transport Canada works closely with railway companies and communities across the country to identify grade crossings that require safety improvements. This announcement will provide $135,553.00 in funding for the Montrose Rd. Railway Crossing in the City of Quinte West for the addition of gate assemblies, gate arms and upgrading of existing lights to LED light units to an existing flashing lights and bells installation. Under the department's Grade Crossing Improvement Program, eligible railway crossings are upgraded, relocated or closed, based on an assessment of factors such as traffic volume and accident history. Improvements may include installing flashing lights and gates, linking crossing signals to nearby traffic lights, or adding new circuits or timing devices. The department finances up to 80 per cent of the total cost of the improvements, with the balance provided by the railways, municipalities or provinces.

"Our government takes rail safety very seriously and it remains a priority," said Minister of State (Transport) Rob Merrifield. "We are committed to further reducing injuries and fatalities at crossings across the country. In collaboration with rail companies and communities, we are improving safety for motorists and pedestrians alike."
Transport Canada also supports other initiatives to improve safety at railway crossings, such as Operation Lifesaver - a national public education program sponsored by the Railway Association of Canada and Transport Canada.
Its goal is to reduce the needless loss of life, injuries and damages caused by highway/railway crossing collisions and train/pedestrian incidents.

GOVERNMENTS ACT TO RENEW RECREATIONAL CENTRES
May 11, 2009 — Local hockey rinks, arenas, swimming pools, sports fields and other community recreational sites throughout Ontario will be eligible to receive funding for facility upgrades and repairs thanks to the new Recreational Infrastructure Canada program in Ontario (RInC Ontario). Today, Industry Minister Tony Clement was pleased to announce that project applications can now be submitted under the new program.
“By investing in recreational infrastructure, our government continues to show their commitment to supporting our communities,” said MP Rick Norlock. “Our recreational facilities are vital social and athletic hubs where families, friends and neighbours can come together to get fit and to have fun.”
The 2009 Federal Budget – Canada’s Economic Action Plan – provided $500 million over two years for the Recreational Infrastructure Canada program to support upgrading and renewal of recreational facilities in communities. The federal allocation for Ontario for this construction season is $68 million, which is being matched by the Government of Ontario. Projects will be selected on the basis of merit and construction readiness.
The governments of Canada and Ontario can each fund up to one third of a project’s total eligible cost up to a maximum of $1 million each per project, with recipients providing the remaining balance.
To maximize the number of recipients able to take advantage of the 2009 construction season, projects submitted before 5:00 p.m. EST on May 29, 2009, will be reviewed immediately with approved projects to be announced in June 2009.
Projects that come in after May 29, 2009, will be assessed and those approved will be announced in a timely fashion on an ongoing basis.

PROPOSED IMPROVEMENTS TO LOANS ACT WILL GIVE FARMERS BETTER ACCESS TO CREDIT
OTTAWA, Ontario, May 4, 2009 – Canadian farmers who are finding it difficult to obtain loans due to the tightening of global credit markets can count on the Government of Canada. Today, Agriculture Minister Gerry Ritz introduced new legislation to guarantee an estimated $1 billion in loans over the next five years to Canadian farm families and cooperatives, most of which will go to farmers and cooperatives who were previously ineligible.
“Canada’s farmers have always made such an important contribution, both to our society and our economy,” said Minister Ritz. “That is why we continue to work hard to ensure farming remains a viable career choice. These amendments will give new farmers, more agricultural co-operatives, and farmers taking over the family farm, easier access to credit to establish and improve farms.”
“Since being elected in 2006 our government has understood the challenges that face our farmers and have committed to working with them to find common ground concerning solutions,”said Northumberland Quinte West M.P. Rick Norlock. “This announcement will help the long term success of family owned farms, and that means success for all of Northumberland Quinte West.”
On Friday, Prime Minister Stephen Harper followed up on his commitment in Canada’s Economic Action Plan by announcing the introduction of legislation that would expand the scope of the Farm Improvement and Marketing Cooperative Loans Act.

Government of Canada Invests in Eastern Ontario
Trent Hills, Ontario, May 1, 2009 — The Government of Canada is committed to strengthening and diversifying the economy of Eastern Ontario.
Rick Norlock, Member of Parliament for Northumberland Quinte West, on behalf the Honourable Tony Clement, Minister Industry and Minister responsible for FedNor, today confirmed that a strategic investment by the Government of Canada in support of economic development projects will benefit communities and businesses throughout Northumberland Quinte West.
A Government of Canada investment of $20 million will support the renewal of the Eastern Ontario Development Program for two years. The funding will help grow and diversify the regional economy by ensuring communities and businesses receive the support they need to be successful (see attached backgrounder).
“I am pleased that our government is recommitting funds to the EODP. The Community Futures Development Corporations that operate in Northumberland Quinte will use these funds to help enhance our business community,” said Rick Norlock. “Trenval and the Cobourg CFDC are leaders in our community in helping small to medium size businesses flourish and grow. This investment allows that growth to continue.”
“Our government is taking action to strengthen the economy of rural Eastern Ontario,” said Minister Clement. “This $20-million investment delivers on our commitment outlined in Canada’s Economic Action Plan to help develop a competitive and diversified economy, create jobs and ensure the region’s long-term growth and prosperity.”
Managed by Industry Canada through FedNor, the Eastern Ontario Development Program will be delivered by the 15 Community Futures Development Corporations located throughout rural Eastern Ontario.

Norlock pleased with results of CNSC study on the health of Port Hope

Cobourg, On -Northumberland Quinte West Member of Parliament Rick Norlock is pleased with the results of the Canadian Nuclear Safety Commission's (CNSC) recently released report titled "Understanding Health Studies and Risk Assessments Conducted in the Port Hope Community from the 1950s to the Present". "The CNSC has concluded that the health of Port Hope residents is not at risk and is consistent with the health of the general population of Ontario and Canada. While this is something that many residents of Port Hope have been aware of, it is great news to know that the CNSC has studied this situation and have given Port Hope a clean bill of health", said Norlock.
"In my opinion the CNSC report clearly dispels the myths that have been spread about Port Hope's health. It is now time to put the negativity to rest and continue to promote a vibrant and healthy Port Hope as a wonderful place to live, work and play."
CNSC's conclusions are based on a number of environmental and epidemiological studies on Port Hope and the findings are consistent with studies examining similar populations in other countries. The findings are consistent with the international scientific understanding of the effects of radiation and uranium on human health. The radiation levels in the air, soil, water and vegetation in Port Hope are very low and are situated at or below the public dose limit. CNSC continues to monitor the nuclear industry in Port Hope and integrates best international practices to protect the health, safety and security of local residents and the environment.

Federal Government calls for proposals for Enabling Accessibility Funding

Quinte West, On - The Federal Government is calling for proposals for Enabling Accessibility Funding for non-profit organizations. The Enabling Accessibility Fund is part of a $45-million, three-year commitment to expand opportunities for people with disabilities and improve accessibility across Canada. The objective of the Enabling Accessibility Fund is to support community-based projects across Canada that improve accessibility, reduce barriers and enable Canadians, regardless of physical ability, to participate in and contribute to their community and the economy. Approved projects will have strong ties to and support from their communities. "The Enabling Accessibility Fund is a wonderful program to help non-profit organizations make their facilities accessible to all members of the community," said Rick Norlock M.P. "I am proud that our government recognizes the importance of ensuring that the individuals in our communities that have mobility challenges can access facilities through power doors and ramps and elevators."
There are two kinds of funding under the Enabling Accessibility Fund: Small Projects Enabling Accessibility and Major Projects Enabling Accessibility.

Brighton, On - Rick Norlock M.P. and the Honourable Peter Van Loan, Minister of Public Safety met with Brighton Mayor Chris Herrington and Northumberland County Warden Linda Thomson on Monday evening to discuss the importance of Warkworth Institution to the local economy and communities. “The presentation to the Minister by Mayor Herrington and Warden Thompson was an excellent opportunity to showcase the importance of Warkworth Institution to our area. The presentation left no stone unturned when it came to the socio-economic impact that any potential closure of the Institution would have on many local communities,” Norlock said. “There is no doubt in my mind that the Minister understood loud and clear the message that Linda and Chris were sending.” Hastings County Warden and Chair of the Eastern Ontario Warden’s Caucus Ron Emond also participated in the meeting.

M.P. Norlock announces doubling of Federal Gas Tax Rebate for Trent Hills
April 6, 2009
Campbellford, On- Northumberland Quinte West Member of Parliament Rick Norlock announced today the doubling of the Federal Gas Tax Rebate (FGTR) for the Municipality of Trent Hills. The total amount allocated for Trent Hills for the 2009/2010 fiscal year is $408,406.22. Trent Hills will also benefit from the doubling of the Federal Gas Tax Rebate Program for the County of Northumberland which will total $2,506,487.98.
"I am very pleased that our government has made permanent the Federal Gas Tax Rebate Program for Municipalities. This is money that Trent Hills can count on each year to help repair roads and other infrastructure needs", said Norlock.
As part of the Government's plan to help stimulate the economy and help municipalities fund their spring projects, the first quarterly installment of rebate dollars will be advanced to April from September. Attached is a list of amounts other Municipalities in Northumberland Quinte West will receive from the FGTR.
