Northumberland-Quinte West MP, Rick Norlock M.P. and Quinte West Mayor John Williams welcomed JTF 2 to Quinte West following National Defence Minister Peter Mackay’s announcement that the long speculated move is finally official.
“The Minister’s announcement that JTF 2 is officially relocating
to CFB Trenton is wonderful news for the people of Quinte West and surrounding
area,” Rick Norlock said.
“Not only will it be great for economic development, but it is also proof that Stephen Harper follows through on his promises.”
“The announcement by Minister Mackay is wonderful news for Quinte West. I can’t say enough about what the Federal Government, Stephen Harper and Rick Norlock are doing for Quinte West and 8 Wing. It’s overwhelming,” said Quinte West Mayor John Williams.
During the 2006 election campaign Stephen Harper pledged to locate an elite unit at CFB Trenton as part of his proposed Canada First Defence Strategy. The addition of JTF 2 is part of more than $500 million of improvements currently being undertaken at the base in Trenton.

CANADA'S GOVERNMENT ANNOUNCES OVER $500 MILLION IN
TRENTON EXPANSION PROJECTS
OTTAWA, Ont. - The Honourable Peter Gordon MacKay, Minister of National Defence and Minister of the Atlantic Canada Opportunities Agency, announced several expansion projects today for 8 Wing/CFB Trenton. This investment of more than $500 million includes infrastructure upgrades, and the expansion of the base to accommodate the relocation of Joint Task Force 2 (JTF 2).
"Trenton is one of the busiest air force bases in Canada," said Minister MacKay. "In line with the Canada First Defence Strategy, this $500 million investment will not only provide infrastructure in support of new airlift capabilities, but also expand the base in preparation for the arrival of JTF 2."
Numerous infrastructure projects are required to rebuild the flight line at 8 Wing/CFB Trenton to accommodate evolving tactical and strategic airlift capabilities. The projects, which will be in various planning stages over the next five years, include the rebuilding and construction of new taxiways, ramps and aprons as well as several new maintenance hangars.
The plan to relocate JTF 2 to 8 Wing/CFB Trenton is a clear demonstration of the Government's commitment to maintain a robust counter-terrorism capability force. JTF 2 has been increasing its personnel strength and enhancing its capabilities. As a result, the unit has begun to outgrow its current location of Dwyer Hill Training Centre located in the National Capital Region. 8 Wing/CFB Trenton meets JTF 2's needs for sufficient space and specialized facilities. The relocation of the unit will take place in several years.
DND has been working with the Department of Public Works and Government Services to purchase parcels of land bordering the Wing to accommodate the operational requirements of JTF 2. It is the Department's objective to secure, through PWGSC, the necessary land requirements for the unit.
8 Wing/CFB Trenton is currently home to the CC-177 Globemaster IIIs,
and will be the home of the new C-130J Hercules tactical aircraft.

RURAL EASTERN ONTARIO TO BENEFIT FROM $185,000 IN GOVERNMENT OF CANADA FUNDING
Warkworth, Ontario, September 4, 2008 - Northumberland-Quinte West MP, Rick Norlock, on behalf of the Honourable Tony Clement, Minister of Health and Minister for FedNor, today announced $185,000 in Government of Canada funding under the Eastern Ontario Development Program (EODP) in support of the Royal Agricultural Winter Fair Project led by Northumberland Community Futures Development Corporation (CFDC).
2008 is the second year that Eastern Ontario's presence will be felt
at the Royal Agricultural Winter Fair, November 7-16, 2008, due to the
support of the Eastern Ontario Development Program. The 15 CFDCs in
Eastern Ontario have once again agreed to sponsor a 3000 square foot
pavilion showcasing the very best of the Eastern Ontario value-added
agri-food sector at the Royal Agricultural Winter Fair.
With last year's visitor count totalling close to 350,000, the Royal
is the largest indoor combined agricultural, horticultural, canine and
equestrian event in the world.
This year's Eastern Ontario pavilion will feature a wide variety of truly Eastern Ontario products, sampling and selling wares from wineries, breweries, dairies, bakeries, farms, confectioneries, and more!
This is a tremendous opportunity for Eastern Ontario agri-food, not only to market and sell their products, but also to make valuable business contacts and partnerships and to promote Eastern Ontario Excellence.

GOVERNMENT OF CANADA ANNOUNCES $2 MILLION GRANT FOR PORT HOPE UNDER THE ONTARIO POTABLE WATER PROGRAM
Port Hope, Ontario, September 2, 2008 - Rick Norlock, Member of Parliament for Northumberland-Quinte West, is pleased to announce a grant of $2,139,519 for the Municipality of Port Hope under the Ontario Potable Water Program (OPWP).
More than $5 million in financial support has been approved to date under this Government of Canada program, announced in February 2008. The OPWP provides up to $50 million in financial support to promote local economic development in municipalities that have experienced increased costs for their Canada-Ontario Infrastructure Program (COIP) water projects to comply with changes to Ontario drinking water regulations.
“Our Government recognizes that Canada’s future depends on the success of its communities, both large and small, and we are committed to ensuring they have the necessary resources to thrive and prosper,” said MP Norlock.
“This funding will allow the municipality to direct resources towards other community priorities such as economic development and infrastructure,” said Linda Thompson, Mayor of the Municipality of Port Hope.

Municipalities may be considered for financial support under the program upon completion of their COIP drinking water projects. As projects are completed, Industry Canada officials will contact these municipalities directly to confirm their eligibility and interest in applying for the OPWP. Once applications are assessed, municipalities will be informed and grants will be announced. Financial support under the OPWP must be delivered to municipalities by March 31, 2011.

Campbellford War Memorial Renovated with Federal Support
The Campbellford War Memorial, dedicated to members of the community who served their country in the First and Second World Wars and the Korean War, will be restored with Government of Canada support.
Campbellford, Ontario, August 29. On behalf of the Honourable Greg Thompson, Minister of Veterans Affairs, Rick Norlock, Member of Parliament for Northumberland–Quite West, announced today a contribution to the Municipality of Trent Hills that will be used to help restore and conserve the Campbellford War Memorial.
Funding of up to $22,255, provided through Veterans Affairs Canada’s Cenotaph/ Monument Restoration Program, will ensure the renovation of the Campbellford War Memorial’s concrete structure, including coating and painting of the concrete surface as well as an extensive cleaning of the entire monument.
“A monument is a physical reminder to honour those who fought for freedom on our behalf,” said Minister Thompson. “As we mark the 90th anniversary of the End of the First World War this Remembrance Day, it is a fitting time to restore this memorial, which commemorates Campbellford men and women who served in the First World War and in later wars.”
“This contribution will ensure that the Campbellford War Memorial remains a place of remembrance and reflection for future generations,” said Mr. Norlock.

Ontario Communities to Benefit from Partnership
Investment:
$1-billion Communities Component of Building Canada Fund
Announced
$200 million
in first intake made available by federal and provincial governments
Ottawa, Ontario, August 26, 2008 – Residents of smaller communities across Ontario can look forward to improved infrastructure thanks to a partnership that will provide a total of $724 million in federal and provincial funding under the Communities Component of the Building Canada Fund. With matching contributions from communities, this investment is expected to rise to more than $1 billion.
In the first intake, the federal and provincial governments are providing a combined total of $200 million for Ontario communities. Through the program, Ontario municipalities also contribute one-third of project costs, matching the federal and provincial contributions. All project categories will be eligible for the first intake. Projects will be evaluated by a federal-provincial committee through a competitive application-based process.
Through to 2014, the federal and provincial governments will each invest $362 million, to help meet local infrastructure needs of Ontario communities with populations under 100,000 people. The Communities Component will fund key priorities including cleaner water and better waste management.
“Today’s announcement is a significant step forward in helping communities through the Building Canada plan in Ontario,” said Canada’s Environment Minister and Member of Parliament for Ottawa West-Nepean, John Baird. “The Communities Component of Building Canada provides funding for infrastructure projects in smaller communities, helping them meet their unique challenges. This Government believes in making Ontario’s economy stronger while contributing to a cleaner environment.”
“With the signing of the Communities Component Agreement, Municipalities in Northumberland Quinte West can now apply to receive infrastructure dollars that are so important to advance economic development such as broadband/ highspeed internet and other areas of importance,” said Northumberland Quinte West M.P. Rick Norlock. The Building Canada Fund Communities Component will fund 17 categories of infrastructure: drinking water, wastewater, public transit, green energy, disaster mitigation, solid waste management, culture, sport, connectivity, local roads, the Core National Highway System, short-sea shipping, shortline railways, local and regional airports, tourism, and brownfield redevelopment. Capacity building projects can also be supported through this fund.
Applications for funding will be available online at the Ontario BCF Communities Component website by September 12, 2008. More information on the application process will be provided to municipalities when the program is launched.
On July 24, 2008, Canada and Ontario announced an Infrastructure Framework Agreement worth more than $6.2 billion in federal funding under the Building Canada Plan. The Communities Component is part of the Building Canada Fund, which was a key element of this agreement.
Through its unprecedented $33-billion Building Canada infrastructure plan, the federal government is providing long-term, stable and predictable funding to help meet infrastructure needs across Canada. Building Canada will support a stronger, safer and better country.
Through ReNew Ontario, the province’s five-year infrastructure investment plan, Ontario will invest more than $30 billion by 2010. The province is currently developing a long-term comprehensive strategy for additional investment in infrastructure that Ontario families depend on, totaling at least $60 billion.
Ministers Baird and Watson made today’s announcement on behalf of the Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities and the Honourable George Smitherman, Ontario Deputy Premier and Minister of Energy and Infrastructure.

BRIGHTON AND COBOURG CELEBRATE GOVERNMENT OF CANADA GRANT

Rick Norlock, Member of Parliament for Northumberland-Quinte West, celebrates today the $78,830 grant awarded to the Municipality of Brighton, and the $101,974 grant awarded to the Town of Cobourg, under the Ontario Potable Water Program (OPWP).
The OPWP, announced in February 2008, provides up to $50 million in financial support to promote local economic development in municipalities that have experienced increased costs for their Canada-Ontario Infrastructure Program (COIP) water projects to comply with changes to Ontario drinking water regulations.
“The Government of Canada believes that strong, safe, modern communities like Brighton and Cobourg are essential building blocks for Canada’s competitiveness and long-term prosperity,” said MP Norlock.
“This additional financing from the federal government assists our community in building our economic capacity,” said Christine Herrington, Mayor of the Municipality of Brighton.
“We are pleased to receive this OPWP grant, which will help address financial pressures and enable us to respond to local economic development opportunities,” said Peter Delanty, Mayor of the Town of Cobourg.
